Box 520 <br /> Pleasanton,CA 94566-0802 <br /> Dear Ms. Wallis: <br /> City of Pleasanton 2015-2023 Housing Element Update—Addendum to the Housing <br /> Element and Climate Action Plan Supplemental Environmental Impact Report(SEIR) <br /> Thank you for including the California Department of Transportation(Caltrans)in the <br /> environmental review process for the project referenced above.We have reviewed the <br /> Addendum to the Housing and Climate Action Plan SEIR and have the following comments to <br /> offer. <br /> Lead Agency <br /> As the lead agency,the City of Pleasanton(City)is responsible for all project mitigation, <br /> including any needed improvements to State highways. Fair share contribution, financing, <br /> scheduling,implementation responsibilities and lead agency monitoring should be fully <br /> discussed for all proposed mitigation measures of future development project sites identified in <br /> the Housing Element Update. <br /> Traffic Impact Study(TIS) <br /> California Public Resources Code 21159.28 provides for streamlined analysis of impacts from <br /> cars and light duty truck trips on the State Highway System(SHS)provided certain conditions <br /> are met. 2I 159.28(c)states (when referencing streamlining provisions)that"nothing in the <br /> foregoing relieves any project from a requirement to comply with any conditions, exactions,or <br /> fees for the mitigation of the project's impacts on the structure,safety or operations of the <br /> regional transportation network or local streets and roads." <br /> If a future development project does not qualify for streamlining provisions under SB 375 <br /> regarding traffic impact analysis,or there are impacts to the structure,safety or operations of the <br /> SHS,based on a project's location and potential for significant traffic impacts,Caltrans requests <br /> a TIS to assess the impact of this project on the SHS and the adjacent mad network.
