ATTACHMENT 1 <br /> Housing Element <br /> RESOLUTION NO. <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON, <br /> APPROVING THE CITY-INITIATED GENERAL PLAN AMENDMENT TO <br /> ADOPT AN UPDATED HOUSING ELEMENT OF THE GENERAL PLAN FOR <br /> THE 2015-2023 PLANNING PERIOD, AS FILED UNDER CASE P14-0440 <br /> WHEREAS, over the last 12 months, the City of Pleasanton has been preparing an <br /> updated Housing Element of the General Plan; and <br /> WHEREAS, at its meeting on September 2, 2014, the City Council authorized staff <br /> to submit a Draft Housing Element to the California Department of Housing and <br /> Community Development (HCD), and HCD provided comments on the Draft Housing <br /> Element to the City of Pleasanton in a letter dated November 20, 2014; and <br /> WHEREAS, staff has responded to HCD's comments, as appropriate, in the <br /> revised Draft Housing Element document and the City Council finds the Housing Element <br /> as now drafted is consistent with the requirements of State housing element law; and <br /> WHEREAS, on December 10, 2014, the Planning Commission held a public <br /> hearing on the updated Housing Element and made recommendations to the City Council; <br /> and <br /> WHEREAS, a Supplemental Environmental Impact Report (SEIR) was prepared for <br /> this project, and a resolution certifying the SEIR as complete and adequate in compliance <br /> with the California Environmental Quality Act was adopted by the City Council on <br /> January 4, 2012; and <br /> WHEREAS, a duly noticed public hearing was held on January 6, 2015 with <br /> respect to this General Plan Amendment, <br /> NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE <br /> CITY OF PLEASANTON DOES RESOLVE, DECLARE, DETERMINE, AND ORDER <br /> THE FOLLOWING: <br /> SECTION 1. Determines that the conditions described in California Environmental <br /> Quality Act (CEQA) Guidelines Section 15162 have not occurred and finds that the <br /> previously prepared Supplemental Environmental Impact Report (SEIR), including the <br /> adopted CEQA Findings and Statement of Overriding Considerations in City Council <br /> Resolution 12-492, and the Addendum to the SEIR for the Project are adequate to serve <br /> as the environmental documentation for the Project and satisfy all the requirements of <br /> CEQA. <br /> SECTION 2. The City-initiated General Plan Amendment to adopt the updated <br /> Housing Element of the General Plan, as shown in Exhibit A, attached hereto and made <br /> part of this resolution by reference, and thereby superseding and replacing the Housing <br /> Element adopted on February 13, 2012 and amended thereafter, is hereby approved. <br />
