(CM <br /> CAPITAL 2 SITE) TO CHANGE THE DENSITY FROM A MINIMUM OF <br /> 30 RESIDENTIAL UNITS PER ACRE TO A MAXIMUM OF 12.5 UNITS <br /> PER ACRE <br /> SUMMARY <br /> Over the past twelve months, the City of Pleasanton has been preparing an updated <br /> Housing Element of the General Plan, which is a State-mandated plan for meeting the <br /> City's current and future housing needs for households of all income levels. In order to <br /> demonstrate sufficient housing capacity, the Housing Element includes an updated site <br /> inventory of parcels within the City that could be developed with housing to meet the <br /> assigned Regional Housing Needs Allocation (RHNA) goals for the next eight years. No <br /> new residential zoning is being proposed as part of the update. The City Council is being <br /> asked to consider a zone change for the CM Capital 2 site to change the density from a <br /> minimum of 30 units per acre to a maximum of 12.5 units per acre concurrently with <br /> adoption of the updated 2015-2023 Housing Element and associated environmental <br /> documentation. On November 20, 2014, the State Department of Housing and Community <br /> Development (HCD) approved the draft Housing Element. <br /> PLANNING COMMISSION RECOMMENDATION <br /> On December 10, 2014, the Planning Commission recommended that the City Council <br /> authorize adoption of the 2015-2023 Housing Element with associated environmental <br /> documentation and zone change of the CM Capital 2 site. <br /> RECOMMENDATION <br /> 1. Find that the previously prepared Supplemental Environment Impact Report (SEIR), <br /> including the adopted California Environmental Quality Act (CEQA) Findings and <br /> Statement of Overriding Considerations and the Addendum to the SEIR, conforms to <br /> CEQA. <br /> 2. Adopt the resolution (Attachment 1) approving a General Plan Amendment to replace <br /> the 2007-2014 Housing Element of the General Plan adopted on February 13, 2012 <br /> and amended thereafter, with the updated Housing Element for the 2015-2023 planning <br /> period. <br />
