Specifically, she said she would like to see an updated gas station, carwash, <br /> and more of a neighborhood feel convenience mart that did not offer alcohol. She stressed that, as a <br /> Councilmember, she was elected to represent the citizens and in this instance that means supporting <br /> the vast number of them who have stepped forward to say they oppose the project. <br /> Councilmember Cook-Kallio clarified that her comments were not meant to minimize the intellect, <br /> passion, personal experiences, or concerns of those who signed the petition on either side. She said <br /> her point was that the conversation that was had in obtaining those signatures is an unknown. All things <br /> being equal, she has to consider the evidence that is made available in the 2" thick staff report on the <br /> project. <br /> Mayor Thorne said that each member of the Council was elected to represent the entire community, not <br /> just one segment. He said that, based on the actual data, he believed the applicant has mitigated the <br /> issues with which he was presented. He explained that he had suggested a 6 month review of the <br /> project only because of the types of concerns raised and the fact that he did not want to rely upon the <br /> neighborhood to bring evidence of these issues forward. He said he envisioned nothing more than a <br /> written report on those 3 issues and offered a substitute motion in that vein. <br /> Councilmember Cook-Kallio expressed concern that this is layering bureaucracy where it is <br /> unnecessary and encumbering the project in anticipation that the applicant will violate the terms of the <br /> CUP, which is bad government. <br /> Mayor Thorne stressed that he had no anticipation of any violations. If so, he would not approve the <br /> project. <br /> MOTION: It was m/s by Thorne/Narum to approve the staff recommendation, with direction to staff to <br /> prepare a report on the issues of traffic, noise and safety for review by the Planning Commission and <br /> City Council following 6 months of project operations.
