Karen Diaz
ASUPPLI MENTAL .,.C4'i'EN;AL,
t Attie; D. lsYrib, O utio A n Cly
From: Scott Raty D of PackegCOURCIj/
Sent: Tuesday, December 16, 2014 4:14 PM Date (%
To: Mayor and City Council
Cc: Nelson Fialho; Karen Diaz
Subject: EPSP on the Council Agenda 12-16-14
Dear Mayor Thorne and Council members:
The Chamber is already on record as being strongly in favor of completing the East Pleasanton Specific Plan (EPSP)
process, and I appreciate this opportunity to reinforce that position on behalf of our Board and membership; stay the
course, and finish the plan. The EPSP is the seventh and final plan called for in the General Plan, and the substantial
amount of good work to-date by staff and the task force should not be discarded, nor should any premature conclusions
be reached until the entire process has run its course and the EIR is complete.
Once the EPSP is complete, it will provide a context in which to thoughtfully consider the approximately$126M worth of
public amenities included at no cost to taxpayers; amenities that include$4M for recycled water infrastructure in the
City outside the plan area,$6M for parks and trails in the plan area, and $35M for a new school within the plan area that
will also serve families outside the EPSP area.
It is imperative to secure as much Alameda County Measure BB transportation sales tax funding as possible for the
extension of El Charro Road to Stanley Boulevard, and anything less than a completed EPSP would send the wrong
message to the Alameda County Transportation Commission as they fine tune the expenditure plan. This transportation
improvement is important to reducing peak hour congestion in all of northeast Pleasanton.
The task force's vote to reduce the proposed residential housing component to 1,300 single family homes is far less than
previously imagined, and is comparable to the typical tree-lined neighborhoods we currently see throughout
Pleasanton.
When the specific plan and EIR are complete there will be ample opportunity for additional input at community
workshops and hearings in the months ahead.
Thank you for considering this additional input prior to your meeting this evening.
Scott Raty.
