Revision of the EPSP and EIR to include the 1,300-unit plan and the number of <br /> alternatives identified above was not included in the initial consultant contract, as <br /> amended, and will require a substantial amount of additional work. Therefore, the <br /> consultant team will require additional budget to implement these out-of-scope tasks. <br /> DISCUSSION <br /> The EPSP and Draft FIR are tentatively planned for publication in Spring 2015, after <br /> community meetings are held and Council discusses the documents. Staff is seeking <br /> the Council's comments on the Preliminary Draft EPSP, which was revised to include <br /> the base plan consisting of 1,300 single-family residential units with no multi-family <br /> housing. Other minor modifications, including the refinement of the plan design <br /> guidelines, were also incorporated into the Preliminary Draft EPSP. Staff is also <br /> seeking confirmation of the EIR alternatives (listed above) that were identified by the <br /> EPSP Task Force on August 7, 2014. The purpose of the alternatives analysis in the <br /> EIR is to allow for a meaningful comparison of alternative development scenarios in the <br /> context of the proposed plan. The alternatives to be considered must be reasonable, be <br /> feasible, and accomplish most of the basic objectives of the plan. In addition, not every <br /> potential alternative need be considered — only a reasonable range that will allow for <br /> careful consideration of the plan's environmental impacts. <br /> In September 2012, the City Council authorized the City Manager to enter into a <br /> Professional Services Agreement with Rasmussen Planning and Gates + Associates to <br /> prepare the EPSP. The budget totaled $751,766. In February 2014, the City Council <br /> authorized the City Manager to execute a First Amendment to the initial Agreement, <br /> which added $58,750 to the contract in order to undertake out-of-scope work requested <br /> by the Task Force and decision-makers, including financial feasibility, infrastructure, and <br /> fiscal analyses, and to allow the consultant team to attend additional meetings. A <br /> Second Amendment to the Agreement was approved on August 27, 2014 to extend the <br /> expiration of the contract to September 1, 2015. Since that time, as noted above, the <br /> EPSP Task Force requested modifications to the Preliminary Draft EPSP (including the <br /> inclusion of a new base plan) and developed a new list of alternatives to be evaluated in <br /> the EPSP EIR. Staff is now seeking approval of a Third Amendment to the Professional <br /> Services Agreement in the amount of $116,624 to allow the consultant team to <br /> undertake the additional out-of-scope work requested by the EPSP Task Force <br /> (Attachment 1): <br /> • Revise EPSP to incorporate 1,300-unit base plan; <br /> • Revise EIR to incorporate 1,300-unit base plan and alternatives identified by the <br /> Task Force; and <br /> • Undertake associated technical work, including analysis of traffic, noise, air <br /> quality, and greenhouse gas emissions associated with the plan and <br /> alternatives, and revise the plan and EIR graphics. <br /> Page 3 of 4 <br />
