AND GATES + ASSOCIATES FOR <br /> $116,624 FOR SERVICES RELATED TO PREPARATION OF THE EPSP <br /> AND EIR <br /> SUMMARY <br /> The Preliminary Draft East Pleasanton Specific Plan (EPSP) was revised following the <br /> August 7, 2014 Task Force meeting to include a base plan consisting of <br /> 1,300 residential units without any high-density housing, 1,636,000 square feet of <br /> non-residential development, and 759 acres of open space. In addition, the Task Force <br /> voted to evaluate nine plan alternatives in the Environmental Impact Report (EIR), <br /> ranging from a no-project alternative to an alternative involving the development of <br /> 1,759 residential units (1,143 single-family and 616 multi-family residential units), <br /> 1,636,000 square feet of non-residential development, and 759 acres of open space. <br /> Staff is seeking comments on the Preliminary Draft EPSP and confirmation of the <br /> alternatives identified for inclusion in the EPSP EIR at the August 7th Task Force <br /> meeting. In addition, staff seeking approval of a Third Amendment to the Professional <br /> Services Agreement in the amount of $116,624 to allow the consultant team to <br /> undertake the additional out-of-scope work requested by the EPSP Task Force <br /> (Attachment 1). <br /> RECOMMENDATIONS <br /> 1. Review and provide comments on the Preliminary Draft EPSP. <br /> 2. Confirm the list of alternatives for inclusion in the EPSP EIR that was identified <br /> by the Task Force on August 7, 2014. <br /> 3. Authorize the City Manager to execute the Third Amendment to the Professional <br /> Services Agreement with Rasmussen Planning Inc. and Gates + Associates, to <br /> add $116,624 to the existing contract (for a total of $927,140) for services related <br /> to preparation of the EPSP and EIR. <br /> FINANCIAL STATEMENT <br /> All consultant costs for this project are being paid by the two major private landowners <br /> in the EPSP Area. Planning review and administration is being conducted by staff and <br /> is part of the Advance Planning budget. <br />
