Initial Study and Negative Declaration <br /> e) For a project located within an airport land use plan X <br /> or, where such a plan has not been adopted, within <br /> two miles of a public airport or public use airport, <br /> would the project result in a safety hazard for <br /> people residing or working in the project area? <br /> f) For a project within the vicinity of a private airstrip X <br /> would the project result in a safety hazard for <br /> people residing or working in the project area? <br /> g) Impair implementation of or physically interfere with I X <br /> an adopted emergency response plan or <br /> emergency evacuation plan? <br /> h) Expose people or structures to a significant risk of X <br /> loss, injury or death involving wildland fires, including <br /> where wildlands are adjacent to urbanized areas or <br /> where residences are intermixed with wildlands? <br /> DISCUSSION <br /> a-b. The drive-through carwash would be equipped with an automated carwash <br /> tunnel. The project would not transport, use, or dispose of significant amounts <br /> of hazardous material requiring special control measures. The soaps used for <br /> car washing would not be hazardous in the volumes used on the site. The <br /> small amount of oils and other substances used for maintenance of <br /> equipment would not be substantially hazardous and would be used in <br /> accordance with their labeling; thus, the proposed project would not create <br /> a significant hazard to the public or the environment thorough routine <br /> transport, use, or disposal of hazardous materials. In addition, the proposed <br /> project would not produce large quantities of hazardous wastes; therefore <br /> there is no potential for a hazardous release that could significantly impact <br /> the public. Therefore, these would be less-than-significant impacts. <br /> c. The project site is located within one-eighth mile of an existing school (the <br /> closest school is Fairland Elementary School, approximately 0.12-mile away). <br /> The proposed convenience store is not associated with substantial use, <br /> storage, or transportation of hazardous materials. The soaps used for car <br /> washing purposes are not hazardous in the volumes anticipated. Therefore, it <br /> would be a less-than-significant impact. <br /> d. The site contains an existing gas station which has underground storage tanks. <br /> However, the proposed project would not alter the location and/or the <br /> operation of the existing gas station, including underground storage tanks. In <br /> addition, per the Department of Toxic Substances Control, the project site is <br /> not included on the list of hazardous materials sites compiled pursuant to <br /> 28 <br />
