Maintenance Plan: <br /> The Maintenance Plan addresses recommendations for short and long term <br /> improvements. These short-term tasks include such items as removal of overgrown or <br /> poorly formed plants, pruning trees and shrubs, add flowering plants at the monument <br /> sign, adding shrubs or groundcover where appropriate removal and replacement of <br /> badly sunken concrete grave covers, install new gravel over new graves or when <br /> replacing or augmenting existing graves, etc. Long-term tasks include new and <br /> replacement trees, a new water efficient irrigation and determining CEQA requirements. <br /> Operations Rules and Regulations: <br /> Currently there is not a policy governing grave decoration and improvements, thus <br /> creating a very eclectic look throughout the cemetery. The proposed Operations Rules <br /> and Regulations address operation hours, sales, supplies and services, internment <br /> details, care of the cemetery; including flowers, decorations, plantings and transfer or <br /> disposal of cemetery property. <br /> Long Term and Immediate Funding: <br /> The Pleasanton Pioneer Cemetery Master Plan represents a comprehensive plan that <br /> provides a guide for the future of the Pleasanton Pioneer Cemetery. Based on the <br /> financial plan, costs required for improvements, immediate and ongoing maintenance <br /> and operations identified in the Master Plan would be met with revenues generated from <br /> the sale of new burial plots. It is estimated through the preliminary research that the <br /> proposed improvements would not have an impact of the City's budget; however, it is <br /> recommended that as expansion plans are considered a more refined financial plan is <br /> developed. <br /> Based on the above, staff is recommending the City Council authorize staff to begin with <br /> administrative and professional services as detailed in the Master Plan. However, <br /> based on staffs analysis at this time, not all of the tasks itemized in the report are <br /> necessary at this time and therefore staff is recommending funding for the following <br /> tasks: <br /> Summary of Recommended Tasks <br /> Task Cost <br /> Grave Mapping $65,000 <br /> Acquisition of a sales, tracking and $35,000 <br /> mapping database <br /> Upgrade of grave pinning system $5,000 <br /> Geotechnical testing $18,000 <br /> Review of soils and ground cover $35,000 <br /> enhancements <br /> Environmental review $2,500 <br /> Contingency $9,500 <br /> Total $170,000 <br /> Funding for these tasks would come from the current Cemetery Fund (366-900) which <br /> has an estimated fund balance of$393,081. <br /> Page 5of6 <br />
