THE CITY OF 13
CITY COUNCIL AGENDA REPORT
pL EASANTON.
November 18, 2014
Operations Services
TITLE: CONSIDER APPROVAL OF THE PLEASANTON PIONEER CEMETERY
MASTER PLAN
SUMMARY
At its meeting on May 7, 2013, the City Council adopted its two-year work plan that
includes development of the Pleasanton Pioneer Cemetery Master Plan (Master Plan).
As an outcome of that action, in September 2013 the City Council approved the
formation of a seven member Ad Hoc Pioneer Cemetery Master Plan Oversight
Committee (Committee) and in January 2014 it approved an agreement with
PGAdesign Inc. to develop the Master Plan. The Master Plan (Attachment 1) has been
approved by the Committee and the Parks and Recreation Commission and is now
before the City Council for its consideration.
PIONEER CEMETERY OVERSIGHT COMMITTEE RECOMMENDATION
At its meeting of August 26, 2014 the Committee approved the Master Plan and
recommended its adoption by the City Council.
PARKS AND RECREATION COMMISSION RECOMMENDATION
At its meeting of October 9, 2014 the Parks and Recreation Commission approved the
Master Plan and recommended its adoption by the City Council (Excerpt from meeting
minutes are included as Attachment 2)
RECOMMENDATION
1. Approve the Pleasanton Pioneer Cemetery Master Plan (Attachment 1).
2. Authorize and allocate of $170,000 from the City Cemetery Fund (366-900) to
conduct the Administrative Tasks and Professional Services as detailed in the
Master Plan and this report.
3. Direct staff to consider funding options for immediate and secondary site related
needs as detailed in the Master Plan as part of the 2015-16 Capital Improvement
Program (CIP).
FINANCIAL STATEMENT
There is no cost associated with approving the Pleasanton Pioneer Cemetery Master
Plan. However, if the City Council authorizes funding for Administrative Tasks and
Professional Services, an estimated $170,000 would be allocated from the Cemetery
Fund (366-900). The current Cemetery Fund balance is $393,081. Total Cemetery
improvements will be dependent upon the extent of future improvements which are
anticipated to be offset by the sale of future burial plots.
