MEETING OPEN TO THE PUBLIC <br /> 6. Recognition of Jacquelyn Gilbert on her appointment to the U19 US Women's Lacrosse Team <br /> Councilmember Cook-Kallio read the commendation recognizing Jacquelyn Gilbert into the record. <br /> 7. Presentation from Chindi Peavey, District Manager, Alameda County Mosquito Abatement District <br /> Chindi Peavey, Alameda County Mosquito Abatement District, reported on the unprecedented West <br /> Nile activity occurring in Alameda County this year. In addition to standard larvae control, the district <br /> has also had to fog certain Tri Valley locations twice this year to address the adult mosquito population. <br /> She asked that residents contact the district, to report mosquito activity or the siting of any freshly <br /> deceased birds. <br /> 8. Public Comment <br /> Michael McDermott advised the Council that the dead growth on palm trees located throughout the <br /> town present a tremendous fire hazard in these dry and high wind conditions. <br /> Martha Jensen shared her endorsement of Helen Foster for Alameda County Superintendent of <br /> Schools in the November 4, 2014 election. <br /> John Huk addressed the Council regarding a tree matter on his property. <br /> Christine Dillman, Tri Valley Haven, invited the Council and public to join them at several upcoming <br /> events being held in honor of Domestic Violence Awareness Month, one of which is a Pace for Peace <br /> on October 11, 2014. She also expressed an interest in working with the Council to ensure that Tri <br /> Valley Haven continues to be able to provide its anti-bullying and healthy relationship classes despite <br /> its recent loss of funding. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 9. Drought and Water Supply Update: <br /> (a) Consider adoption of the initial study/mitigated negative declaration for the City of Pleasanton <br /> Recycled Water project, and adoption of a Mitigation Monitoring and Reporting Program <br /> Director of Operation Services Smith presented the staff report, including a brief background on the <br /> history of recycled water use and legislation in California which includes a newer bill allowing for a <br /> streamlined permitting process. This process acknowledges the extensive research and reporting in <br /> use with recycled water and essentially provides a blanket permit to jurisdictions within the San <br /> Francisco Bay Area who can demonstrate an ability to build and properly control their project. <br /> He stated that the environmental assessment of the city's own project includes an Initial Study (IS) and <br /> Mitigated Negative Declaration (MND) pursuant to both the California Environmental Quality Act <br /> (CEQA) and the National Environmental Policy Act (NEPA), which are required to obtain the state loan <br /> and federal grants used as part of the project's financing package. The IS/MND identified a number of <br /> environmental issues that may result from construction and/or operation of the project, and also <br /> determined that the proposed mitigation measures reduce these impacts to less than significant levels. <br /> The City filed a notice regarding the Draft IS/MND with the Governor's Office of Planning and Research <br /> on June 26, 2014 and conducted a 30-day public review period from June 28 to July 28, 2014. A public <br /> workshop was held on July 22, 2014, however no members of the public attended. Staff also issued a <br /> notice, including a copy of the plan, to all interested public agencies and received a total of three <br /> City Council Minutes Page 2 of 12 September 16,2014 <br />
