It is <br /> anticipated that the application will include the following components: <br /> . General information about the project site and the Housing Authority <br /> • Information regarding existing Kottinger Place operating and capital subsidies <br /> . A Board Resolution from the Housing Authority <br /> • Evidence of completion of an environmental review (This was completed in October, <br /> 2013) <br /> • Letters of support from the City Council and Congressman Swalwell (previously <br /> approved) <br /> . Description of the proposed disposition action (demolition and construction of a new <br /> development) <br /> • Information regarding resident relocation, consultation with residents, and a general <br /> timetable for relocation <br /> • A certification signed by the Executive Director <br /> Once the application is submitted, HUD has 90-125 days to review and respond to the <br /> Housing Authority. MidPen and staff will remain in contact with HUD during the <br /> process and will follow up on project status and any required additional information. If <br /> approval is received, Mid Pen and staff will work with the Housing Authority of Alameda <br /> County to access the rental subsidy vouchers and will work with Pleasanton Gardens <br /> regarding its ongoing and eventual role. <br /> As part of the application process, the Housing Authority Board of Directors must <br /> approve the attached resolution indicating support for project disposition and <br /> submission of the application, recognition of the letter from the Mayor and City Council <br /> supporting the disposition that was approved by the City Council on November 5, 2013 <br /> (Attachment 2), attesting that the Housing Authority sought resident input regarding the <br /> proposed project (A resident meeting was held on October 31, 2013) and recognition of <br /> the fact that there will need to be a tenant relocation plan. Regarding the application <br /> itself, MidPen is currently working with staff in preparing the document and staff <br /> anticipates it will be completed in approximately ten days. Regarding tenant relocation, <br /> MidPen has been working on an overall relocation plan and most recently it held a <br /> meeting with City staff to explore coordination of project construction and tenant <br /> relocation. As currently planned, tenants from Kottinger Place will require a temporary <br /> relocation for a period of up to twelve months while tenants from Pleasanton Gardens <br /> will be relocated from their current homes to the new Kottinger Gardens development. <br /> However, the Pleasanton Gardens tenants would be given first priority to relocate back <br /> to the new development on the current Pleasanton Gardens site should they wish to do <br /> so. MidPen and its relocation consultant will be finalizing the tenant relocation plan over <br /> the next few months. <br /> Assuming HUD's approval, MidPen will begin preparing an application to the state for a <br /> March 2015 submittal for 9% low income housing tax credits, which will provide the <br /> Page 3 of 4 <br />
