BACKGROUND <br /> Angela Row Houses is a subdivision constructed by Michael & Kathryn Knuppe Family <br /> Trust. The property is located at the northwest corner of West Angela Street and Peters <br /> Avenue as shown on the attached vicinity map. <br /> On November 6, 2007, the City Council adopted Ordinance No. 1963 approving the <br /> rezoning of the property at 225 West Angela Street to High Density Residential. The <br /> ordinance also approved PUD-55 allowing the property owner to demolish two existing <br /> residential units, renovate an existing residential unit, and construct four new single <br /> family homes (a total of five residential units) on the property. <br /> On January 23, 2008, the Planning Commission approved the Vesting Tentative Map to <br /> subdivide the approximately 0.24 acre site into five single family home lots consistent <br /> with the PUD-55 development plans for this site. The map stayed active due to various <br /> extensions granted by the State of California due to the economic downturn. <br /> On May 21, 2013, the City Council approved Final Map 7940 and the associated <br /> improvement plans and subdivision agreement outlining the infrastructure to be <br /> constructed for the housing project. <br /> DISCUSSION <br /> The project improvements included construction of a private driveway from West Angela <br /> Street in a northerly direction. This driveway is also an emergency vehicle access <br /> easement and provides access to all five lots, including the existing renovated house. <br /> The private driveway, water laterals and sewer laterals are all private and will be <br /> maintained by the maintenance association. The developer has reconstructed the ADA <br /> ramp at the corner of West Angela Street and Peters Avenue to current ADA standards. <br /> This ramp is within the public right of way and will be maintained by the City after <br /> expiration of the project maintenance period. <br /> The developer has paid a pro rata share for future undergrounding of overhead utilities <br /> instead of undergrounding the small segment of overhead lines fronting West Angela <br /> Street. <br /> Construction is now complete to the satisfaction of the City Engineer and it is <br /> recommended all public improvements be accepted by the City Council. <br /> Submitted by: Fiscal Review: Approved y: <br /> Brian Dolan Emily agner Nelson Fialho <br /> Director of Director of Finance City Manager <br /> Community Development <br /> Attachments: <br /> 1.
