BACKGROUND <br /> The Political Reform Act requires every local government agency to adopt a conflict of <br /> interest code and to review it biennially. The City Clerk and City Attorney have reviewed <br /> the City's Code and determined that an amendment is necessary in order to delete <br /> certain classifications. <br /> DISCUSSION <br /> The requirement in the Political Reform Act to include various positions in the conflict of <br /> interest code is followed by a specific exclusion (section 87302) of those positions <br /> covered under section 87200. <br /> Section 87200 requires certain positions such as mayors, councilmembers, city <br /> managers, city attorneys, city treasurers and members of planning commissions to file <br /> conflicts of interest statements. Since these positions are designated filers in the <br /> Government Code, they are exempt from the City's Conflict of Interest Code.
