11 <br />THE CITY OF <br />pL'EASANTONC <br />CITY COUNCIL AGENDA REPORT <br />September 16, 2014 <br />Community Development <br />Planning Division <br />TITLE: PUD -106 — CONSIDER INTRODUCTION OF AN ORDINANCE APPROVING <br />A PLANNED UNIT DEVELOPMENT (PUD) DEVELOPMENT PLAN TO <br />CONSTRUCT AN AUTOMOBILE DEALERSHIP CONSISTING OF AN <br />APPROXIMATELY 31,792- SQUARE -FOOT BUILDING WITH A <br />2,175- SQUARE -FOOT SERVICE CANOPY AND 1,250- SQUARE -FOOT <br />CAR WASH, AND RELATED SITE IMPROVEMENTS ON THE AUTO MALL <br />SITE AT STAPLES RANCH <br />SUMMARY <br />The application is for an automobile dealership consisting of an approximately <br />31,792- square -foot building with a 2,175- square -foot service canopy and 1,250- square -foot <br />car wash, and related site improvements on the Auto Mall site at Staples Ranch. <br />PLANNING COMMISSION RECOMMENDATION <br />On August 27, 2014, the Planning Commission recommended approval of the PUD <br />development plan subject to the conditions shown in Exhibit A (Attachment 1). <br />RECOMMENDATION <br />1. Find that the previously prepared Environmental Impact Report (EIR) and Supplemental <br />Environmental Impact Report (SEIR), including the adopted California Environmental <br />Quality Act (CEQA) Findings and Statement of Overriding Considerations are adequate <br />to serve as the environmental documentation for this project and satisfy all the <br />requirements of CEQA; <br />2. Find that the proposed PUD development plan is consistent with the General Plan; <br />3. Make the PUD findings for the proposed development plan as stated in the August 27, <br />2014, Planning Commission staff report (pages 16 -18 in Attachment 5); and <br />4. Introduce the draft ordinance approving Case PUD -106, PUD Development Plan, <br />subject to the Conditions of Approval, Exhibit "A" (Attachment 1). <br />FINANCIAL STATEMENT <br />The project is expected to generate property and sales tax revenues that exceed the cost <br />of public services associated with the project and the applicant would be required to pay <br />development impact fees (e.g., public facilities fee, traffic fees, water /sewer connection <br />fees, etc.) that are used to offset the cost of new City facilities and infrastructure <br />necessitated by development. <br />
