THE CITY OF <br />pLEASANTONC <br />CITY COUNCIL AGENDA REPORT <br />September 16, 2014 <br />Operation Services <br />TITLE: UPDATE ON THE STAGE 3 WATER SHORTAGES AND LOCAL <br />EMERGENCY DECLARATION AND AUTHORIZATION FOR AN <br />ADMINISTRATIVE REDUCTION OF EXCESS USE PENALTIES BASED <br />ON WATER SUPPLY AND CLIMATIC CONDITIONS <br />SUMMARY <br />A Stage 3 water shortage was declared by the City Council in May, and the City <br />implemented a mandatory 25% reduction in water usage. Since that time, our <br />community has responded to the requirements and the overall drought emergency. The <br />reductions reached have protected the community water supply to date and has put us <br />in a position to reach the 25% requirement in place for the 2014 calendar year. This <br />report provides an update on water usage and the overall drought situation. <br />This report also provides information regarding proposed administrative changes to <br />applying excess water usage penalties to address water conservation efforts to date <br />and to reflect the potential for improved weather conditions that may limit water usage <br />during this fall and winter. <br />RECOMMENDATION <br />1. Accept the water drought update <br />2. Authorize the City Manager and Director of Operation Services to <br />administratively reduce penalties as set forth in this report. <br />FINANCIAL STATEMENT <br />Modification to the existing water surcharges will impact overall water revenue. <br />However, staff does not anticipate that this will impact revenues to a significant degree. <br />9b <br />
