Attachment 1 <br /> RESOLUTION NO. <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON, <br /> ADOPTING AN INITIAL STUDY/MITIGATED NEGATIVE DECLARATION IN <br /> ACCORDANCE WITH THE CALIFORNIA ENVIRONMENTAL QUALITY ACT FOR <br /> THE RECYCLED WATER PROJECT, AND ADOPTING A MITIGATION MONITORING <br /> AND REPORTING PROGRAM <br /> WHEREAS, the City of Pleasanton prepared an Initial Study and Mitigated Negative <br /> Declaration for the Recycled Water Pipeline Project (Proposed Project) in accordance with the <br /> requirements of the California Environmental Quality Ad of 1970, as amended ("CEQA"), and <br /> state and local guidelines implementing CEQA; and <br /> WHEREAS, the City of Pleasanton (City) is the lead agency on the Proposed Project, <br /> and the City Council is the decision-making body for the Proposed Project; and <br /> WHEREAS, the purpose of the Proposed Project/Action is to construct and operate a <br /> new recycled water system to replace/augment existing irrigation supplies in the City's service <br /> area. The development of recycled water service within the City will lessen the demand for Zone <br /> 7 Water Agency (Zone 7) potable water supplies and help the City meet the State of California's <br /> Water Conservation Act of 2009, which requires a 20 percent reduction in urban per capita <br /> water use by the year 2020. Furthermore, the addition of recycled water to the City's water <br /> supply portfolio will increase its water system's reliability since recycled water is a local supply <br /> within the City's control and is drought-resistant; and <br /> WHEREAS, the Proposed Project/Action includes the upgrade and expansion of the <br /> Dublin San Ramon Services District's (DSRSD) existing wastewater treatment plant (WWTP) to <br /> provide a recycled water supply of approximately 2,500 acre-feet per year (afy) to meet recycled <br /> water demand in the City's service area and offset deliveries from the City's groundwater <br /> supplies and water supply purchases from Zone 7; and <br /> WHEREAS, all of the WWTP plant upgrades will be included within DSRSD's existing <br /> WWTP location and within existing facilities that were previously designed, sized, and <br /> constructed for this potential upgrade and expansion; and <br /> WHEREAS, all of the recycled water will be produced by the City of Livermore Waste <br /> Water Treatment Facility and/or the Dublin San Ramon Services District/East Bay Municipal <br /> District (DERWA) Recycled Water Treatment Facility; and <br /> WHEREAS, the Proposed Project/Action also includes the construction of up to <br /> approximately 22-miles (115,200 linear feet) of pipeline ranging in diameter from 6-inches to 18- <br /> inches - in addition to approximately 3.2 miles (16,500 feet) of existing pipeline that will be <br /> repurposed from abandoned or existing potable pipelines; and <br /> WHEREAS, the Initial Study/Mitigated Negative Declaration concluded that <br /> implementation of the Project could result in a number of significant effects on the environment <br /> and identified mitigation measures that would reduce the significant effects to a less-than- <br /> significant level; and <br /> WHEREAS, the Initial Study/Mitigated Negative Declaration was made publicly available <br /> on June 26, 2014 for the required 30-day public review period under CEQA, and <br />
