THE CITY OF 9a <br /> CITY COUNCIL AGENDA REPORT �V.9 <br /> pL E ASANTON. <br /> September 16, 2014 <br /> Operation Services <br /> TITLE: ADOPTION OF THE INITIAL STUDY/MITIGATED NEGATIVE <br /> DECLARATION FOR THE CITY OF PLEASANTON RECYCLED WATER <br /> PROJECT, AND ADOPTION OF A MITIGATION MONITORING AND <br /> REPORTING PROGRAM <br /> SUMMARY <br /> City staff has completed the environmental review to evaluate potential environmental <br /> impacts associated with the City's proposed recycled water project (RWP), as adopted <br /> by Council (November 2013) in the Recycled Water Feasibility Study (RWFS). Pursuant <br /> to the California Environmental Quality Act (CEQA), staff prepared a Public Draft Initial <br /> Study/Mitigated Negative Declaration (IS/MND), as required by the State Water <br /> Resource Control Board for funding consideration. The Draft IS/MND concluded that <br /> implementation of the RWP with identified mitigation measures in place, would reduce <br /> environmental impacts due to construction activity to a less-than significant level. <br /> The Draft IS/MND public comment period began on June 26, 2014 for the required 30- <br /> day public review period under CEQA. At the close of this period staff prepared a Final <br /> IS/MND which responded to the public comments and a Mitigation Monitoring and <br /> Reporting Program to ensure compliance with the identified mitigation measures. The <br /> final requirements necessary for State Water Resource Control Board acceptance of the <br /> IS/MND are 1) adoption by City Council, and 2) filing the Notice of Determination with <br /> the California State Clearinghouse and the Alameda County Recorder-Clerk. <br /> RECOMMENDATION <br /> 1) Approve the attached resolution adopting the initial study/mitigated negative <br /> declaration for the Recycled Water Project, and adopting a mitigation monitoring <br /> and reporting program (Attachment 1) <br /> 2) Authorize the Director of Operation Services to file the Notice of Determination <br /> with the California State Clearinghouse and the Alameda County Recorder-Clerk. <br /> FINANCIAL STATEMENT <br /> The cost associated with filing the Notice of Determination with the California State <br /> Clearinghouse and the Alameda County Recorder-Clerk is $2,231.25 for the required <br /> California Fish and Wildlife Filing Fee ($2,181.25) and Alameda County Processing Fee <br /> ($50) <br />
