CITY COUNCIL AGENDA REPORT <br /> PLEASANTON. <br /> September 16, 2014 <br /> Economic Development <br /> TITLE: ACCEPTANCE OF PLEASANTON DOWNTOWN BUSINESS <br /> IMPROVEMENT DISTRICT ADVISORY BOARD 2014 ANNUAL <br /> REPORT AND 2015 BUDGET, AND INTENT TO LEVY THE <br /> ASSESSMENT FOR 2015 <br /> SUMMARY <br /> The Pleasanton Downtown Association (PDA) Advisory Board's 2014 annual report and <br /> 2015 budget are presented to the City as part of the annual review of the downtown <br /> Business Improvement District and intention to levy an assessment. The Advisory <br /> Board is recommending no modifications to the Business Improvement District <br /> boundaries and no change in the method of levying the assessment for 2015. It is <br /> proposed that the budget and the assessment levy be heard at a public hearing at the <br /> October 21, 2014 City Council meeting, at which time the 5-year agreement between <br /> the City and the PDA will also be presented for consideration. <br /> RECOMMENDATION <br /> Adopt a resolution accepting the 2014 annual report and 2015 budget prepared by the <br /> Advisory Board and set the public hearing date for October 21, 2014 to levy the annual <br /> assessment. <br /> FINANCIAL STATEMENT <br /> The agreement between the City and PDA requires the City to match the annual <br /> assessments paid by businesses in the Business Improvement District. In 2014, the City <br /> match from the General Fund was approximately $65,500. Staff anticipates the 2015 <br /> match (if approved) will again be approximately $65,500. In addition to the City's direct <br /> participation, the City also contributes to the PDA by funding staff time to administer the <br /> PDA assessments and agreement, assistance and staff time for special events, as well <br /> as the cost to maintain downtown planters, clean sidewalks, coordinate garbage pickup <br /> and other infrastructure and logistical efforts. <br />
