BACKGROUND <br /> On May 1, 2012, City Council approved PUD-81-30-86D, an application by BRE <br /> Properties, Inc. to construct a mixed use high-density residential/commercial <br /> development containing 247 residential apartment units, four live and work units, and a <br /> 0.55 acre park on an 8.2 acres parcel located at the northwest corner of Gibraltar and <br /> Hacienda Drive. Improvement plans have been developed in accordance with the PUD <br /> approval. <br /> The Engineering staff, Planning staff, City Attorney's Office and Hacienda Business <br /> Park Association have reviewed the request for exchange of rights of way and quitclaim <br /> of easement and have found them in substantial conformance with PUD approval. The <br /> developer has submitted necessary bonds for offsite improvements, paid City inspection <br /> fees for public improvements, and signed and submitted an Offsite Improvement <br /> Agreement. <br /> DISCUSSION <br /> Proposed Improvements and exchange of rights of way and quitclaim of Easement <br /> The project will remove existing median to accommodate a left turn and construct <br /> diagonal parking on the north side of Gibraltar Drive. It will also reconstruct the <br /> northwest corner of Gibraltar and Hacienda Drive with bulb out areas, and reconstruct <br /> the sidewalk to match the proposed improvements. <br /> This work, as shown on the attachments, requires exchanging of rights of way and <br /> quitclaim of an easement to ensure the street right of way is entirely beyond the curb. <br /> Other improvements at Gibraltar and Hacienda Drive <br /> The project will include an eight foot paved trail and a landscape strip along the west, <br /> north and east project boundaries. The project will also include the restriping of <br /> Gibraltar and Hacienda Drive to accommodate a bike lane and left turns, and <br /> construction of a left turn pocket for left turns into the project site from eastbound <br /> Gibraltar Drive.
