Mayor Thorne opened the public hearing. <br /> Councilmember Brown asked Brad Hirst whether there is any intent to develop these sites during this <br /> drought period. <br /> Mr. Hirst could not say for certain, as it is unclear how long the drought will last. He did, however, <br /> confirm that there are no pending negotiations or discussions regarding development and said he <br /> would not anticipate any development for at least the next two and one half years. <br /> Mayor Thorne closed the public hearing. <br /> Councilmember Cook-Kallio noted that while she was not in attendance when approved on first <br /> reading, she has met with the applicant and reviewed all materials pertaining to the item. She asked <br /> and Mr. Lowell confirmed that it would be appropriate for her to second the motion despite her absence. <br /> Councilmember Brown thanked the City Attorney and Clerk for following up on the noticing issue, which <br /> was the only hindrance to her supporting the application at its first reading. <br /> MOTION: It was m/s by Pentin/Cook-Kallio to adopt Ordinance No. 2105 approving the <br /> Development Agreement with the Austins to vest the development approval of eight residential <br /> lots (referred to as PUD-58 and Tentative Tract 7813) at 3459 Old Foothill Road for a ten-year <br /> period from 2014 to 2024 with a five-year option. Motion carried by the following vote: <br /> AYES: Councilmembers Brown, Cook-Kallio, Narum, Pentin, Mayor Thorne <br /> NOES: None <br /> ABSENT: None <br /> MATTERS INITIATED BY COUNCIL <br /> Mayor Thorne requested staffs response to Mr. Morrison's request regarding CCA. <br /> Mr. Fialho clarified that both the County of Alameda and Stopwaste.org are collecting demand load <br /> data. At this time, staff is only committed to working with the County of Alameda. <br /> Vice-Mayor Pentin said Stopwaste.org had this same discussion at its last meeting where the county <br /> made a presentation regarding CCA. <br /> Mayor Thorne recalled discussing CCAs back in the 1990s, at which point the city decided not to <br /> pursue it further, and said it would be interesting to see what changes have occurred in that time. <br /> Vice-Mayor Pentin asked if there was support for looking into the HERO Program further. <br /> Mr. Fialho said he has asked Mr. Smith to follow up and bring the matter forward as either a Council <br /> memo or agenda item. <br /> COUNCIL REPORTS <br /> Councilmember Brown reported that all five Council members attended an informal ribbon cutting <br /> ceremony for the opening of Iron Horse Trail through Hacienda Business Park and Creekside Park. <br /> Mayor Thorne asked that tonight's meeting also adjourn in memory of former Councilwoman Joyce Le <br /> Claire-Scheidig who passed away August 9th. Joyce moved to Pleasanton in 1961 and began her <br /> involvement in local government as an advocate for the Pleasanton Valley neighborhood. She served <br /> on the City Council from 1974-1978, having been twice elected by her colleagues as Vice-Mayor, and <br /> City Council Minutes Page 10 of 11 August 19,2014 <br />
