The Planning Commission has recommended that the density for the CM Capital 2 site be <br />modified within the Site Inventory from a minimum density of 30 units per acre to 12.5 units <br />per acre which would affect current RHNA calculations. This change would lower the City's <br />capacity to provide very low- and low- income housing by 200 units while increasing the <br />capacity to provide above moderate - income housing by 84 units (assuming a density of <br />12.5 units per acre). However, staff has concerns regarding the adequacy of the vacant /underutilized <br />and capacity. Although sites may be zoned to allow high density residential uses, they <br />must also be viable for the development of such projects. Without knowing HCD's <br />conclusions regarding the viability of all sites, staff hesitates to recommend that any high <br />density site be modified or removed from the site inventory. However, if the Council wishes <br />to move forward with modifying the density of the CM Capital 2 site within the current site <br />inventory for the purpose of obtaining HCD input, it may do so. Staff feels that should HCD <br />raise concerns regarding the revised inventory, there is adequate time to move the CM <br />Capital 2 site back to its current density and revise the site inventory accordingly.
