1.0 INTRODUCTION <br />1.0 INTRODUCTION <br />1.1 Introduction <br />This Addendum was prepared in accordance with the California Environmental Quality Act <br />(CEQA) and the CEQA Guidelines (Article 11, Sections 15162 and 15164). The City of Pleasanton <br />certified the Housing Element and Climate Action Plan General Plan Amendment and Rezonings <br />Supplemental EIR (SCH No. 2011052002) on January 4, 2012. This document is referred to as the <br />General Plan Amendment and Rezonings Supplemental EIR, or the Supplemental EIR, in this <br />Addendum. <br />The California Department of Housing and Community Development (HCD) allocates regional <br />housing needs numbers to regional councils of govemments throughout the State. For areas with <br />no council of govemments, HCD determines housing market areas and defines the regional <br />housing need for cities and counties in these areas. HCD assigned the Bay Area a Regional <br />Housing Needs Allocation (RHNA) of 1,857,990 for the 2014 -2022 planning period. The Association <br />of Bay Area Govemments (AMC) then further defined the RHNA to distribute the region's share <br />of the Statewide need to the cities and counties in the Bay Area region. For the 2015 -2023 <br />Housing Element update, the City of Pleasanton is allocated an RHNA of 2,067 units, with <br />allocations for specific income groups. <br />The City of Pleasanton 2015 -2023 Housing Element is designed to address the projected housing <br />needs of current and future city residents and to comply with State law requiring amendment of <br />the Housing Element every five or eight years, depending on jurisdiction (California Government <br />Code Sections 65580 - 65589.8). The proposed Housing Element is the City's policy document <br />guiding the provision of housing to meet future needs for all economic segments of Pleasanton, <br />including housing affordable to lower- income households. <br />The analysis provided in this Addendum (see Section 3.0 for the technical analysis) provides <br />substantial evidence supporting the City's determination that the proposed Housing Element <br />does not meet the criteria for preparing a subsequent or supplemental EIR under CEQA <br />Guidelines Section 15162 and is consistent with the provisions of CEQA Guidelines Section 15164. <br />1.2 Organization and Scope <br />SECTION 1.0- INTRODUCTION <br />Section 1.0 provides an introduction and overview describing the intended use of the EIR <br />Addendum. <br />SECTION 2.0 - PROJECT DESCRIPTION <br />This section provides a detailed description of the proposed Housing Element. <br />SECTION 3.0- ENVIRONMENTAL ANALYSIS <br />Section 3.0 provides substantial evidence to support that none of the circumstances set forth in <br />CEQA Guidelines Section 15162 would result from adoption of the proposed Housing Element. <br />CEQA Guidelines Section 15162 and the Addendum's consistency with these guidelines are <br />addressed. <br />City of Pleasanton <br />August 2014 <br />Housing Element <br />Addendum to the General Plan Amendment and Rezonings Supplemental EIR <br />1.0 -1 <br />
