THE CITY OF <br />pL£ASANTONO <br />CITY COUNCIL AGENDA REPORT <br />12 <br />September 2, 2014 <br />Community Development <br />Planning Division <br />TITLE: P14 -0440 - REVIEW THE 2015 - 2023 DRAFT HOUSING ELEMENT <br />UPDATE TO THE GENERAL PLAN, INCLUDING A REVIEW AND <br />DISCUSSION OF HOUSING PROGRAMS AND POLICIES, AND <br />AVAILABLE HOUSING INVENTORY; AND APPROVE SUBMITTAL TO <br />THE STATE OF CALIFORNIA DEPARTMENT OF HOUSING AND <br />COMMUNITY DEVELOPMENT (HCD). <br />SUMMARY <br />Over the past eight months, the City of Pleasanton has been preparing an updated <br />Housing Element of the General Plan, which is a State - mandated plan for meeting the <br />City's current and future housing needs for households of all income levels. In order to <br />demonstrate sufficient housing capacity, the updated Housing Element includes an <br />updated site inventory of parcels within the City that could be developed with housing to <br />meet the assigned Regional Housing Need Needs Allocation (RHNA) goals for the next <br />eight years. No new residential zoning is being proposed as part of the update. The City <br />Council is being asked to review the 2015 -2023 Draft Housing Element and approve <br />submittal to the State of California Department of Housing and Community Development <br />(HCD). <br />PLANNING COMMISSION RECOMMENDATION <br />On August 13, 2014, the Planning Commission recommended that the City Council <br />authorize the Draft Housing Element to be submitted to HCD with the following change: <br />lower the proposed density of the CM Capital 2 site within the Site Inventory (Appendix B) <br />from a minimum density of 30 units per acre to 12.5 units per acre. <br />ECONOMIC VITALITY COMMITTEE RECOMMENDATION <br />On August 21, 2014, the Economic Vitality Committee recommended that the City Council <br />add a new Policy regarding the relationship between the Housing Element and the <br />Economic Development Strategic Plan and include a new Program to ensure the City <br />assesses the dynamic nature of workforce housing needs within the City. <br />RECOMMENDATION <br />1. Approve submittal of the 2015 -2023 Draft Housing Element to HCD and consider <br />changes to the Site Inventory (Appendix B) as well as the Goals, Policies and <br />Programs. <br />FINANCIAL STATEMENT <br />The City Council's action will have no financial impact. Any future development will pay all <br />required building permit and development fees, and will pay property taxes. <br />
