REMOVED FROM THE AGENDA Consider approval of plans and specifications, review bids, and <br /> award contract to C. F. Archibald Paving, Inc. in the amount of $499,640 for the Old Vineyard <br /> Avenue Pedestrian Trail Phase 1 project, CIP No. 135044 <br /> 20. Consider the formation of a nine member Alviso Adobe Task Force to develop a short- and long- <br /> term plan for the Alviso Adobe Park and provide direction regarding the integration of the <br /> Castleridge and Austin properties into the planning process <br /> Assistant City Manager Yuan-Miu presented the staff report. She provided a brief background on the <br /> Alviso Adobe, which is unique park offering interpretive and interactive programs that are popular with <br /> both school age and adult visitors. The centerpiece of the park is an adobe which was constructed in <br /> 1854 and is registered as a California Historical Landmark. Both the adobe and other onsite facilities <br /> serve as both historical and environmental resources to the community. The park underwent a $4.5 <br /> million renovation project prior to its opening in the fall of 2008 and since that time has enjoyed a large <br /> measure of success. More recently the question has been posed as to whether the park is operating at <br /> its full potential or if modest enhancements might improve the quality of both the facility and its <br /> programming. <br /> In 2013 the City Council added a study of the Alviso Adobe to its Work Plan for the purposes of <br /> developing a focus for the future of the facility, defining the purpose of the facility, and identifying plans <br /> to meet the short and long term goals of the park. As proposed, the study would include an analysis of <br /> financial and utilization data, service demand drivers, and potential programming partnerships as well <br /> as community input through focus group meetings and an online survey. Staff is requesting that the <br /> Council establish a task force to serve as a key and guiding component of this process. As currently <br /> envisioned, the task force would include representatives from the Parks and Recreation Commission, <br /> Youth Commission, Civic Arts Commission, Pleasanton Unified School District (PUSD), Museum on <br /> Main, Friends of the Alviso Adobe and East Bay Regional Parks District (EBRPD). The task force would <br /> also include two community at large members, with a special emphasis on reserving one seat for a <br /> resident of one of the surrounding neighborhoods. A final and critical element for the Council to <br /> consider is the recent acquisition of the Castleridge property (231 acres) recently acquired by EBRPD <br /> and dedication of 22 acres of open space from the Austin property to the city. <br /> Staff is requesting that the Council approve formation of the task force and provide direction regarding <br /> how to approach the integration of the Castleridge and Austin properties into the planning process. <br /> Staff is also asking that the latter include direction on whether the city and EBRPD should <br /> simultaneously explore the potential for allowing interim access to the Castleridge open space, with a <br /> focus on more immediate concerns such as interim staging, circulation improvements, funding and <br /> neighborhood impacts. <br /> City Council Minutes Page 9 of 16 July 15,2014 <br />
