THE CITY OF Q <br /> CITY COUNCIL AGENDA REPORT 8 <br /> pLEASANTON. <br /> August 19, 2014 <br /> Community Development <br /> Planning Division <br /> TITLE: CONSIDER REQUEST FOR A PREANNEXATION AGREEMENT AND <br /> WATER AND SEWER CONNECTIONS TO THE EXISTING RESIDENCE AT <br /> 6723 ALISAL STREET (HALL) <br /> SUMMARY <br /> The subject property at 6723 Alisal Street is located in unincorporated Alameda County <br /> in the Happy Valley Specific Plan Area. The existing residence, which Thomas and <br /> Alejandra Hall (applicant) wish to expand, is currently served by an existing well and <br /> septic tank system. The applicant is requesting a connection to the City's water and <br /> sanitary sewer systems in order provide a dependable water supply and to convey and <br /> treat wastewater from the expanded residence. The applicant also proposes to retain <br /> the existing well, which would be used for irrigation purposes, and to remove the <br /> existing septic system. The proposed extension of City services to the subject site must <br /> be approved by the Alameda County Local Agency Formation Commission (LAFCo). <br /> RECOMMENDATION <br /> 1. Authorize connection of the Hall property located at 6723 Alisal Street (APN 949- <br /> 0007-009-22) to the City sanitary sewer and water systems, provided: all connection <br /> work is conducted to the satisfaction of the City Engineer; all costs are borne by the <br /> property owner; and the proposed extension of City services is approved by LAFCo. <br /> 2. Approve the preannexation agreement between Hall and the City of Pleasanton, and <br /> authorize the City Manager to execute the agreement. <br /> 3. File an application with LAFCo for the extension of sewer and water service to this <br /> site. <br /> FINANCIAL STATEMENT <br /> The property owner would be required to pay all costs associated with extending the <br /> sewer and water system, City connection fees, permits, and other fees required by the <br /> City, County, and LAFCo. <br />
