She thanked the city for its continued support and offered to answer any questions. <br /> Councilmember Cook-Kallio said she was delighted by the opportunity this presented for Axis, <br /> particularly in that it would provide quality care so close to transit. <br /> Councilmember Narum said she assumed that, with Mr. Paxson on the Axis board, Hacienda Business <br /> Park's owners association had no issue with the project. Ms. Compton confirmed that Hacienda <br /> Business Park is fully supportive of the project. <br /> Mayor Thome closed the public hearing. <br /> • Councilmember Brown asked what would occur if Dublin, Livermore or the county were to vote against <br /> the PPJ. <br /> Mr. Fialho said staff would be forced to regroup and assured her they would not commit these funds <br /> without an equal agreement from all parties concerned. <br /> MOTION: It was m/s by Narum/Brown, to approve submission of a $1.25 million Section 108 Loan <br /> Guarantee application to the U.S. Department of Housing and Urban Development (HUD) to provide <br /> financial assistance to the Axis Community Clinic expansion project and authorize the City to enter into <br /> a Public Participating Jurisdictions (PPJ) with the cities of Livermore and Dublin and the County of <br /> Alameda to repay the loan. Motion passed by the following vote: <br /> Ayes: Councilmembers Brown, Cook-Kallio, Narum, Mayor Thorne <br /> Noes: None <br /> Absent: Councilmember Pentin <br /> MATTERS INITIATED BY COUNCIL - None <br /> COUNCIL REPORTS <br /> Mayor Thorne reported that he and Councilmember Cook-Kallio attended Legislative Action Day as <br /> part of their work with the League of California Cities. He said they were afforded the opportunity to <br /> help Assemblywoman Bonilla to introduce a new bill governing massage parlors. Councilmember <br /> Cook-Kallio said it was a very interesting experience and that she felt relatively fortunate after hearing <br /> the types of issues that other jurisdictions are grappling with. She noted that this is Teacher <br /> Appreciation Week and extended a heartfelt thanks to those who have taught her and her children. <br /> Councilmember Brown reported that Amador High School's We the People team finished second in <br /> the nation. <br /> ADJOURNMENT <br /> There being no further business, the meeting was adjourned at 10:26 p.m. The Council extended a <br /> tribute to our nation's men and women serving in the military.
