Public Hearing: PUD-98 and P13-2518, CarMax — Consider (1) Introduction of an ordinance <br /> approving a Planned Unit Development (PUD) Development Plan to construct an automobile <br /> dealership consisting of an approximately 11,783-square-foot sales and presentation building, an <br /> approximately 45,000-square-foot , service building, an approximately 3,930-square-foot quality <br /> control building and non-public car wash, vehicle sales display area, and related site <br /> improvements on approximately 19.66 acres of the Auto Mall site at Staples Ranch; and (2) Sign <br /> Design Review for related project signage <br /> Associate Planner Shweta Bonn presented the staff report. She reported that the project was first <br /> discussed by the Planning Commission at its February 12, 2014 workshop, followed by a Planning <br /> Commission hearing on April 9, 2014 that resulted in a favorable recommendation to the Council. She <br /> reviewed the Land Use Map describing the site within the Staples Ranch Specific Plan area, stating <br /> that the applicant proposes to develop approximately 20 of the auto mall site's 30 acres. The project <br /> site would consist of a vehicle staging area, customer and employee parking area, and the sales and <br /> display area. Three buildings, which would house sales a presentation, final quality control, and the <br /> carwash and service building are also proposed. <br /> Ms. Bonn reviewed the landscape plan, which proposes a variety of tree, shrubs and groundcover <br /> throughout various planter and bio retention areas. She discussed the fencing and walls plan, noting <br /> those that would be more visible to the general public. She presented several renderings of various <br /> project components from select elevations, noting features such as a standing seam room and gable <br /> elements, and referred the Council to the materials board for actual examples. <br /> She discussed the proposed signage, which include a freeway oriented pylon sign as well as a sign at <br /> the entry to the project site. She presented day and nighttime views of each, noting lettering and <br /> illumination styles. She also noted that in order to allow for future auto dealers to have freeway oriented <br /> identification, additional pylon cabinets with the same measurements as the applicant's would be <br /> allowed. <br /> Ms. Bonn stated that based on the considerations and analysis provided in the staff report, staff <br /> supports and is recommending approval of the project subject to conditions. <br /> Councilmember Brown referred to the renderings depicting the car wash and asked staff to clarify the <br /> square footage. <br /> Ms. Bonn stated the carwash would be 3,930 square feet. <br /> Councilmember Brown asked how staff intends to ensure that customers do not test drive vehicles <br /> through adjacent neighborhoods. <br /> Ms. Bonn directed her attention to the condition of approval which prohibits test driving on residential <br /> streets.
