Councilmember Cook-Kallio requested an update on the Old Stanley Boulevard project. <br /> Mr. Fialho explained that PG&E has provided a relatively firm target of August 2016 for the city to <br /> accumulate the credits needed to fund the undergrounding project. He noted that the resurfacing, <br /> sidewalk and landscaping improvements are all fully funded by the city so it really is just a matter of <br /> accumulating the credits required to use PG&E funding for the remainder of the project. As he has <br /> explained before, PG&E will not reimburse the city if it were to advance those funds in an effort to move <br /> the project forward sooner. <br /> Councilmember Cook-Kallio expressed frustration that PG&E continues to delay the award of credits <br /> and suggested that at some point the Council must ask whether waiting for that is really the best way to <br /> serve the community. <br /> Mr. Fialho acknowledged that this has been the case in past years, but that they now have a fairly <br /> accurate forecast that they will have accumulated sufficient credits come 2016. <br /> MATTERS INITIATED BY COUNCIL <br /> Mayor Thorne requested and the Council provided support for Ms. Steiner's idea regarding a water <br /> conservation workshop. <br /> Mr. Fialho advised that it would be a multi-jurisdictional effort involving Zone 7, DSRSD and the city of <br /> Livermore. Given that, staff would pose the question and encourage Zone 7 to host a workshop with <br /> the participation of all tri-valley retailers to allow for a more comprehensive discussion. <br /> Councilmember Brown noted that Zone 7 hosted a public forum two and half months before, which <br /> included representatives from each community, CalWater and Zone 7. She reminded the public that <br /> they are also welcome to attend Zone 7 and DSRSD meetings to voice any concerns. <br /> COUNCIL REPORTS <br /> Councilmember Pentin reported that the Alameda County Waste Management Authority approved a <br /> Household Hazardous Waste fee at its most recent meeting. The fee had failed to gather the <br /> necessary votes at the prior meeting and a revote was called due to the absence of two members. <br /> While the fee did ultimately pass, the cities of Dublin, Livermore and Pleasanton maintained their "no" <br /> vote due to what as a generally poor process on the part of Stopwaste.org. He advised the <br /> organization's Executive Director Gary Wolff that any future ordinances or fees that might affect the <br /> residents of Pleasanton or other local jurisdictions should be presented to this and other Councils. He <br /> also stressed that his vote was not an indictment against the wonderful and much needed facilities and <br /> services supported by the fee, just the process. <br /> Mayor Thorne applauded him for his stance and concurred that it was a bad process. <br /> Councilmember Cook-Kallio said she had followed the process as well and was disappointed with <br /> Stopwaste.org's poor excuse, which was that they had not been invited to come before the Council. <br /> She thought it prudent to issue them a standing invitation. <br /> Councilmember Narum reported that the Mosquito Abatement District Board passed its budget, with <br /> no change to next year's assessment. She also reported the hire of another vector technician. <br /> Councilmember Cook-Kallio said she would attend the next meeting remotely, as she and twenty other <br /> teachers were invited to a dinner with Association Supreme Court Justice Sandra Day O'Connor. <br /> City Council Minutes Page 13 of 14 June 17,2014 <br />
