However, the bill would authorize a city, county, <br /> or city and county to enact ordinances that require a certificate holder <br /> or registered establishment to, among other things, obtain a license, <br /> permit, or other authorization, as specified, and abide by reasonable <br /> health and safety requirements, as specified. <br /> The bill would authorize a court to issue an injunction or to provide <br /> any other relief it deems appropriate for violations of these provisions, <br /> as specified. The bill would provide that the powers and duties of the <br /> council are subject to review by the appropriate committees of the <br /> Legislature and would require the council to provide a specified report <br /> to these committees on or before June 1, 2016. <br /> The bill would provide that these provisions are issues of statewide <br /> concern,and therefore applicable statewide.The bill would also provide <br /> that its provisions are severable. <br /> The bill would repeal these provisions on January 1, 2017. <br /> The bill would also make clarifying and conforming changes regarding <br /> local regulation of massage establishments or businesses. <br /> Vote: majority. (a) It is the intent of Legislature that this act <br /> 2 enable consumers and local governments to more easily identify <br /> 3 trained massage professionals, provide for the consistent and <br /> 4 statewide certification and oversight of massage professionals, <br /> 5 ensure that schools teaching massage provide a high level of <br /> 6 training and protection for students, assist local governments and <br /> 7 law enforcement in maintaining the highest standards of <br /> 8 performance by certificated professionals,provide for a self-funded <br /> 9 nonprofit oversight body to certify massage professionals, and <br /> 90 <br />
