Lieu, Chair <br /> Bill No: AB 1147Author:>Bonilla, Gomez and Holden <br /> As Amended: June 17, 2014Fiscal: Yes <br /> SUBJECT: Massage therapy. <br /> SUMMARY: Revises, recasts, rewrites and makes a number of <br /> substantive, clarifying, conforming and technical changes to the <br /> Massage Therapy Act as follows: deletes the preemption of ordinances <br /> and local land use authority for "certified-only" massage <br /> establishments; reconstitutes the California Massage Therapy Council <br /> (CAMTC) ; reinforces local massage ordinances; raises professional and <br /> educational standards for massage therapists; expands the disciplinary <br /> authority of CAMTC; specifies requirements for operators of massage <br /> businesses and establishment; extends the sunset date, by two years, <br /> until January 1, 2017. <br /> NOTE When this bill left the Assembly, it required an applicant for <br /> certification as a "certified massage practitioner" to pass a massage <br /> and bodywork competency examination that meets generally recognized <br /> psychometric principles and standards, and is approved by the CAMTC, <br /> and also permitted the successful completion of the examination to <br /> have been accomplished before the date the CAMTC began issuing <br /> certificates. The amendments which were made to this measure on April <br /> 23, 2014, and on June 16, 2014, substantially amend this bill. The <br /> bill now also includes three Authors: Assembly Members Bonilla, Gomez <br /> and Holden. <br /> Existing Law, the Massage Therapists Act (Act —Y : <br /> 1)Provides for certification of massage practitioners and massage <br /> therapists, as defined, by the CAMTC and specifies that the <br /> CAMTC is a nonprofit organization meeting specified <br /> requirements, and imposes certain duties on the CAMTC. <br /> AB 1147 <br /> Page 2 <br /> (Business and Professions Code (BPC) 55 4600 (c), (d) and (e), <br /> 4600.5 (a) and (b) (2) ) <br /> 2)Defines "registered school" as a facility that meets the minimum <br /> standards for training and curriculum in massage and related <br /> subjects and that either is approved by the Bureau of Private <br /> Postsecondary Education or the Department of Consumer Affairs <br /> (DCA), or is an institution accredited by the senior commission <br /> or the junior commission of the Western Association of Schools <br /> and Colleges, by a college or university of the state higher <br /> education system, or by a school of equal or greater training <br /> that is approved by the corresponding agency in another state. <br /> http://www.leginfo.ca.gov/pub/13-14/bill/asm/ab_1 101.1 150/ab_1147_cfa_20140620_111115_sen_comm.html 7/3/2014 <br />
