F1, 1.Project Description and Approach <br /> L <br /> represents only a portion of the City,one or more alternatives specific to the <br /> project site may be analyzed. <br /> Task 4. Public Draft SEIR and Notices <br /> ESA project management staff and key technical staff,as appropriate, will <br /> attend a roundtable to discuss the City's comments on the Administrative <br /> Draft SEIR. <br /> After ESA completes any necessary modifications to the Administrative <br /> Draft SEIR, we will produce and submit a screencheck(final pre-publication <br /> redlined version)of the Draft SEIR for approval by the City. Upon City <br /> approval, ESA will print and submit up to 20 copies, and digital copies,of <br /> the Draft SEIR and Notice of Availability (NOA)to the City for distribution. <br /> ESA will be responsible for distribution the appropriate Draft SEIR and <br /> transmittal information to the State Clearinghouse with the Notice of <br /> Completion(NOC). ESA will provide three hard copies of all notices to the <br /> City, in addition to digital copies, and will provide the City with one <br /> unbound copy of the Draft SEIR. <br /> Task 5. Coordinate Response to Comments <br /> At the conclusion of the 45-day public review period for the Draft SEIR, <br /> ESA will review and organize the public comments, and will discuss with <br /> City staff the comments and the appropriate responses approach to each. <br /> Should the public comments raise issues not previously within the work <br /> scope, ESA will consult with City staff to achieve cooperative resolution of <br /> the out-of-scope issues. It is anticipated that ESA and the City will agree on <br /> the overall approach to responding to comments and will assign specific <br /> tasks associated with preparation of these responses. The formal Responses <br /> to Comments will be incorporated into the Administrative Final SEIR. ESA <br /> assumes up to 10 comment letters for this task. <br /> Task 6. Administrative Final SEIR and Mitigation <br /> Monitoring and Reporting Plan <br /> The Administrative Final SEIR (AFSEIR)will consist of the Responses to <br /> Comments and other pertinent sections: a list of the persons and <br /> organizations commenting on the Draft SEIR, and a section containing any <br /> necessary changes to the text and graphics in the Draft SEIR. <br /> ESA will prepare a draft Mitigation Monitoring and Reporting Plan(MMRP) <br /> in compliance with Public Resources Code Section 21081.6,CEQA <br /> Guidelines Section 15097. For any significant impact identified, the MMRP <br /> will describe the required mitigation and the responsible parties, tasks,and <br /> schedule necessary for implementing mitigation and for monitoring <br /> mitigation compliance. The MMRP will include those mitigation measures <br /> from the prior EIR that remain applicable to the current project, and will also <br /> identify other prior measures that are not applicable to the current project. <br /> City of Pleasanton Johnson Drive Economic Development Zone EIR 1-7 <br />
