therefore restrooms. She did acknowledge some exceptions such as Delucchi and Creekside Parks where the surrounding uses might change the demand and complexity of the park. Councilmember Brown suggested Kottinger Park, which is a large enough facility to which users would potentially drive, might be another suitable location. She asked staff to describe what they envision for the community rooms and meeting spaces that are recommended. Ms: Andrade-Wax explained that meeting rooms serve both internal and external uses, providing space for city meetings and workshops as well as banquets and special events or activity and recreation classes. Given this, the recommendation would be for larger non-descript rooms that can accommodate a number of indoor uses as well shelters for outdoor events like group picnics or parties. Councilmember Brown noted that as an active walker she often uses the sidewalks and, while these are not necessarily a park or trail, it is a big part of being active in Pleasanton. Ms. Andrade-Wax explained that many recommendations related to this as well as the Vice- Mayor's earlier comments about trails are already identified in other Master Plans or Specific Plans, and therefore not reiterated here. While the Plan identifies the gaps not covered by other planning documents, it also includes recommendations to implement those other plans. Vice-Mayor Pentin asked if the Pedestrian and Bicycle Master Plan include recommendations for the Marilyn Kane Trail. Mr. Fialho explained that specific plans for the Marilyn Kane Trail are a part of the Bernal Park Master Plan, which identifies the existing alignment as well as future extension of the trail and is used to allocate a lot of the city's capital financing on a going forward basis. If it were the Council's desire to proceed there, it would have to identify the enhancement or extension of the trail as a priority and then fund it through the Capital Improvement Program. Vice-Mayor Pentin noted that the Plan includes an appendix for each park that identifies their current state and, for some, includes recommendations. He again said he was surprised not to see something similar for trails or at least a reference back to the original Master Plan and its recommendations. Mr. Fialho suggested this could be addressed by including an appendix referencing the Pedestrian and Bicycle Master Plan, Trails Master Plan, Bemal Park Master Plan and Downtown Trails Master Plan. Mayor Thorne opened the public hearing and, seeing no speakers, closed the public hearing. Vice-Mayor Pentin moved acceptance of the staff recommendation, with the additions noted by Mr. Fialho. Councilmember Cook-Kallio thanked staff for their work. She noted how pleased visitors often are with all the little parks tucked throughout town, some of which she likely has not even discovered yet herself. Councilmember Brown congratulated Ms. Andrade-Wax on a phenomenal response from the community regarding current programs and services. She expressed strong support for shared community facilities and hoped the city would be willing to support the exploration of sharing other facilities with the school district.
