Mr. Fialho said there is conflicting information as to whether or not it includes a bulb-out across from the <br /> aquatic center. Rather than raise the expectation that it does, he said he would report back to the <br /> Council with clarification via memo or email. <br /> Mr. Bocian explained that Phase I does include those aspects, but this project does not represent the <br /> entirety of Phase I. <br /> Mr. Fialho suggested that staff could ensure it is included in the bid documents, should that reflect a <br /> majority of the Council's interest. <br /> Councilmember Cook-Kallio questioned the need for people to cross mid-block in front of the aquatic <br /> center, noting that parking across the street is supposed to be prohibited. <br /> Mr. Fialho explained that the Council asked staff to examine options for narrowing the roadway at the <br /> aquatic center because of the heavy youth traffic at this location. Additionally, the city coordinates with <br /> adjacent property owners to allow parking on private property during special events. A crosswalk and <br /> narrowing of the street there would increase safety for these users. <br /> Mayor Thorne noted there were no speakers to address this item. <br /> MOTION: It was m/s by Narum/Brown to waive full reading and adopt Resolution No. 14-699 <br /> approving the Mid-Term Capital Improvement Program for the Fiscal Years 2014-2015 through 2016- <br /> 2017, and to appropriate the CIP revenue and approve amendments to FY2014-15 project <br /> expenditures, including the carry-overs in Attachment E. Consider approval of a site for a future off-leash dog park and a professional services agreement <br /> with the Tanaka Design Group to design the park <br /> Mr. Bocian presented the staff report. As part of the recent review of the Parks and Recreation Master <br /> Plan, which identified the need for one off-leash dog park to meet existing community demand, the <br /> Council directed staff to assess the Bernal property as a potential location to meet this need. <br /> At its discussion in February, both staff and the Council focused on the Bemal Property Phase II <br /> Specific Plan as a guide for appropriate locations with the plan area. Approved by the voters through <br /> Measure P in 2006, The Bernal Property Phase II Specific Plan includes a Land Use Plan that divides <br /> the plan into sub-areas, each with a specific use. The specific sub-areas of 5, 12 and 13 include <br /> language that allow other public and quasi public uses determined by the City Council to be compatible <br /> with the surrounding land uses. Staff focused its assessment on these three sites. <br /> Sub-Area 5, known as the Chevron City site, is situated at Black and Valley Avenues and surrounded <br /> by single-family homes and the Kensington apartment community. It is primarily designed for uses that <br /> have historically included childcare. Staff had several concerns related to this site; including a lack of <br /> parking and that the surrounding uses do not seem very amenable to a dog park. <br /> City Council Minutes Page 9 of 14 June 17,2014 <br />
