facilities as they are built. Further, Mr. Requa has a long history of recycled water
management in Northern California and has been a strong resource for the region.
Because of Mr. Requa's availability staff did not conduct a formal bidding process for
these services. However, the anticipated relationship, i.e., that of a project/program
manager rather than a task based consultant, is unique and as such, staff negotiated
directly with Mr. Requa to develop a scope of services that meets staff needs and a
billing rate ($125/hour) that is significantly less than what would be paid to an
engineering consulting firm. The recommended Agreement (Attachment 1) provides that
Mr. Requa will provide a range of services including preparing an implementation plan,
acting as the City's lead in selected required project consultants, coordinating
preparation and review of technical plans and specifications, assisting with the project
bid and awarding process, and providing construction management services. The
proposed agreement is scheduled to expire at the end of December 2015. However,
staff may recommend an extension if required to meet project scheduling. In the event
the City Council determines that it would be more appropriate to engage in a
competitive bidding process, staff would circulate the request for bid and report back to
the City Council in approximately 90 days.
Submitted by: ' Fiscal Review: Approved by:
OP
/ • ►.,-•4 % -G
Daniel Smith Emily Winer Nelson Fialho
Operation Services Finance Director City Manager
Director
Attachments:
1.
