Further, Mr. Requa has a long history of recycled water <br /> management in Northern California and has been a strong resource for the region. <br /> Because of Mr. Requa's availability staff did not conduct a formal bidding process for <br /> these services. However, the anticipated relationship, i.e., that of a project/program <br /> manager rather than a task based consultant, is unique and as such, staff negotiated <br /> directly with Mr. Requa to develop a scope of services that meets staff needs and a <br /> billing rate ($125/hour) that is significantly less than what would be paid to an <br /> engineering consulting firm. The recommended Agreement (Attachment 1) provides that <br /> Mr. Requa will provide a range of services including preparing an implementation plan, <br /> acting as the City's lead in selected required project consultants, coordinating <br /> preparation and review of technical plans and specifications, assisting with the project <br /> bid and awarding process, and providing construction management services. The <br /> proposed agreement is scheduled to expire at the end of December 2015. However, <br /> staff may recommend an extension if required to meet project scheduling.
