SCOPE OF SERVICES <br /> Exhibit A <br /> TO <br /> AGREEMENT FOR PROFESSIONAL SERVICES <br /> FOR <br /> IMPLEMENTATION OF RECYCLED WATER PLAN <br /> The City requires the services of a professional engineer to assist with the implementation of <br /> phase one of the City's Recycled Water Master Plan. The professional engineer shall serve as <br /> the Consultant leading and participating in all aspects of implementing the first phase of the plan. <br /> It is anticipated the construction of the first phase of the plan will be accomplished through the <br /> traditional public works design-bid-build contracting method. The Consultant will be directly <br /> responsible to the Director of Operations, however it is expected that the work will require close <br /> coordination with City Engineering and other City staff to implement the plan. The Consultant <br /> will have the assistance of City Engineering staff to carry out the outlined scope of work. The <br /> Engineering staff is well versed in Public Works project design and construction contracting, but <br /> does not have direct experience with recycled water plan and project implementation. Through <br /> the assistance to the Consultant it is expected that Engineering staff gain valuable knowledge <br /> regarding the plan. <br /> More specifically, the responsibilities of the Consultant shall include, but not be limited to: <br /> • Prepare implementation plan based upon necessary tasks and critical milestones <br /> • Prepare and manage the implementation schedule <br /> • Identification of consultants needed to prepare plans and other required documentation to <br /> accomplish implementation schedule <br /> • Lead the in the selection of needed consultants following City procurement processes <br /> • Develop the consultant scope of work and negotiate appropriate fee for consultant <br /> contract(s) <br /> • Once approved by City, administer and manage consultant contract(s) including <br /> recommendations for progress payments and required changes to the scope of work and <br /> fee. <br /> • Manage the preparation and technical review of plans and hid documents <br /> • Identify needed permits and assist City in processing said permits <br /> • Ensure implementation is in compliance with environmental requirements identified by <br /> CEQA documentation <br /> • Assist with bidding of project(s) including responding to contractor inquiries <br /> • Assist with evaluation of the bids and recommendation of contract(s) award <br /> • Provide Construction Management Services including coordination with City Public <br /> Works Inspection staff on schedule, progress payments, and change order negotiation <br /> • Assist with close-out of the construction contracts including informal and/or formal <br /> dispute resolution if necessary <br /> Other duties that may be required of the Consultant include: <br /> • Assist City in seeking State and Federal funding for the plan <br /> • Assist City in customer interface <br />
