CITY COUNCIL AGENDA REPORT <br /> June 17, 2014 <br /> Assistant City Manager <br /> TITLE: APPROVAL OF A SITE FOR A FUTURE OFF-LEASH DOG PARK AND <br /> A PROFESSIONAL SERVICES AGREEMENT WITH THE TANAKA <br /> DESIGN GROUP TO DESIGN THE PARK <br /> SUMMARY <br /> At its February 4, 2014 meeting, the City Council directed staff to identify options for <br /> locating an off-leash dog park on the Bernal Property, not including those portions of the <br /> Bernal Community Park included as part of Phase II (Oak Woodland and multi-purpose <br /> sports fields). In response, as part of a May 8 public meeting, staff presented the Parks <br /> and Recreation Commission (Commission) with three Bernal Property sub-areas and <br /> three site options for its review. After considering these options and receiving public <br /> comment, the Commission selected Option 1A as identified in this report. As a result of <br /> this selection, staff solicited a design proposal from the Tanaka Design Group to design <br /> and prepare construction specs for the facility. Staff has determined that the proposal <br /> adequately meets the project scope and anticipated fees and as such, it is <br /> recommending approval of an agreement for the services. <br /> PARKS AND RECREATION COMMISSION RECOMMENDATION <br /> Approve Site Option 1A as a potential site for an off leash dog park. <br /> RECOMMENDATION <br /> 1. Adopt the attached Resolution (Attachment 1) identifying Sub-Area 13 of the <br /> Bernal Property Phase II Specific Plan as being potentially suitable for an off- <br /> leash dog park and determine that it is a public use compatible with the <br /> surrounding land uses. <br /> 2. Select Site Option 1A as the preferred site for a future off-leash dog park. <br /> 3. Approve the Professional Services Agreement with the Tanaka Design Group to <br /> design and prepare construction specifications for the off-leash dog park. <br /> 4. Appropriate $49,400 from the Capital Improvement Program's (CIP) Community <br /> Park Projects Reserve from In Lieu Park Dedication Fees (CIP 037028) to meet <br /> project design costs. <br /> FINANCIAL STATEMENT <br /> A preliminary estimate indicates that park design and construction may be in the range <br /> of approximately $300,000. However, final project cost will not be available until <br /> completion of the design work which includes additional study regarding vehicular <br /> parking requirements, site preparation, and identification of amenities. Notwithstanding <br /> this uncertainty, staff is recommending funding the design phase with the understanding <br /> that the City Council will prioritize/fund park construction in the future in a manner <br /> consistent with its overall CIP funding process. <br />
