23. For the proposed development, the project surveyor shall prepare a Lot Line Adjustment <br /> as per Subdivision Map Act to create two parcels from the four existing parcels (APNs <br /> 94-95-17, 94-95-34 and 94-95-33-3 and 94-19-17) for City Planning Division and City <br /> Engineer's review and approval. A separate application shall be required. <br /> 24. The project contractor shall obtain Encroachment Permit from City Engineering Division <br /> before staring any work within Public Right of Way. <br /> Traffic Engineering Division <br /> 25. The applicant shall pay applicable traffic impact fees for the subject use as determined <br /> by the City Traffic Engineer. The fees shall be paid prior to issuance of a building <br /> permit. <br /> 26. Comprehensive construction traffic control measures shall be implemented, including <br /> scheduling of major truck trips and deliveries to avoid peak travel hours. If necessary, <br /> as determined by the Traffic Engineer, proper lane closure procedures such as flagger <br /> stations, signage, cones, and other warning devices shall be implemented during <br /> construction. <br /> 27. The applicant shall provide striping and signage plan for project including signage to <br /> identify the 12 public parking spaces for park use. <br /> 28. The applicant shall provide striping and signing plan for public street improvements. <br /> The plan shall include signing and striping for the proposed Kottinger Drive mid-block <br /> raised crosswalk. The plan shall include 50 feet of red curb to the west of the proposed <br /> Kottinger Drive driveway of the Kottinger Place site. <br /> 29. The applicant shall provide structural cross section of the proposed mid-block raised <br /> crosswalk for approval by the City Engineer. The applicant shall provide specifications <br /> for stamped, color coated asphalt for approval by the City Engineer. <br /> 30. The applicant shall relocate within project frontage the Kottinger Drive westbound bus <br /> stop including bus shelter and seating, and bus stop signage to the satisfaction of the <br /> Traffic Engineering Division. <br /> 31. All project driveway entries shall have a throat width of 26 feet. <br /> 32. The applicant shall provide site lighting and photometric plans including Kottinger Drive <br /> raised crosswalk and relocated bus stop areas. <br /> 33. Prior to issuance of the building permit, the applicant shall submit a phasing plan for the <br /> project subject to review and approval by the Director of Community Development. The <br /> phasing plan shall include plans and details showing the residential structures and <br /> verification that adequate parking will be maintained such that site parking does not spill <br /> over into the surrounding residential area. <br /> PUD-101 (Kottinger Gardens) City Council <br /> 6 of 22 <br />
