b. The staff shall review the impact of this <br /> right turn movement Permitted by this con- <br /> dition to see whether such movement onto <br /> Hopyard Road creates traffic conflicts, <br /> hazards or accidents; <br /> <br /> c. If the staff determines that such movement <br /> should be discontinued, applicant will promptly <br /> install signs on the property prohibiting <br /> right turns onto Hopyard Road, in accordance <br /> with staff's recommendations; <br /> <br /> d. Applicant may appeal staff's decision to the <br /> City Council prior to implementing the require- <br /> ments of staff; <br /> <br /> e. Council shall have final decision making power <br /> over this matter. Applicant shall agree to <br /> abide by Council's decision. <br /> <br /> This agreement shall be entered into prior to issuance <br /> of any building permits. <br /> <br />33. That the developer pay any and all fees that the <br /> property may be subject to. <br /> <br />34.
