Archaeological monitoring is the controlled
observation and regulation of construction operations during ground disturbing construction
within the Project boundary identified as sensitive during the testing program in order to prevent
or minimize adverse effects to the cultural resource. This work can be performed by Basin
Research Associates(BASIN)and would include the following scope.
Archaeological monitoring for the Project will focus on any ground altering/earth moving
activities. It is anticipated that full-time monitoring will be undertaken in all areas where there is
a potential to affect non-disturbed native:sediments(e.g.,below any introduced fill).
Monitoring will be conducted by a Monitoring Archaeologist assigned by BASIN with
appropriate regional experience. As requested by Caltrans, a local Native American Monitor
will be assigned to simultaneously monitor with archaeologist. The Monitoring Archaeologist
will have the authority to temporarily halt construction operations if cultural resources are
present and if they will be adversely affected by continuing construction operations. Work may
be redirected to other locations outside of the find zone. NOTE: Basin Research Associates'
Senior Staff will be available via telephone in the event of an unexpected discovery for review.
Typical response time should be within 60 minutes depending on traffic.
This phase of work is difficult to accurately estimate as it dependent on what is found in prior
phases and the contractor's operations and schedule, but a budget of$36,000 can be used as a
