IN THE <br /> AMOUNT OF $1,423,681.30 FOR THE BERNAL-.AVENUE AT 1-680 <br /> IMPROVEMENT PROJECT; APPROVE THE FIFTH AMENDMENT TO THE <br /> PROFESSIONAL SERVICES AGREEMENT WITH BKF ENGINEERS IN <br /> THE AMOUNT OF $162,200 FOR ADDITIONAL DESIGN SERVICES FOR <br /> THE BERNAL AVENUE AT 1-680 IMPROVEMENT PROJECT, CIP NO. <br /> 005068; AND ADOPT RESOLUTION APPROVING LETTER OF <br /> UNDERSTANDING REGARDING DEVELOPER'S PAYMENT FOR <br /> IMPROVEMENTS <br /> SUMMARY <br /> The project will modify the I-680/Bemal Avenue interchange to improve the interchange <br /> operation and safety. Bids have been received and staff is recommending the award of <br /> the construction contract to the lowest responsible bidder, Prism Engineering, Inc. in the <br /> amount of $1,423,681.30. Staff is recommending approval of the fifth amendment to <br /> the professional services agreement with BKF Engineers to perform additional <br /> engineering services during construction ($162,200). Staff also recommends that the <br /> City Council approve the letter of understanding regarding GHC Bernal Investors $4.5M <br /> payment by for the improvements. <br /> RECOMMENDATION <br /> 1. Approve the plans and specifications for the subject project. <br /> 2. Review the bids received and award the construction contract to the lowest <br /> responsible bidder, Prism Engineering, Inc. of Hayward, California, for a low bid <br /> amount of$1,423,681.30. <br /> 3. Authorize the City Manager to enter into the construction contract with Prism <br /> Engineering, Inc. <br /> 4. Approve the Fifth Amendment to the Professional Services Agreement with BKF <br /> Engineers in the amount of $162;200 to perform additional engineering services <br /> during construction. <br /> 5. Authorize the Director of Community Development to approve and execute contract <br /> change orders for a contingency amount not to exceed $284,700 (approximately <br /> 20% of the contract amount)for necessary related project work. <br />
