77. In accordance with measure NO-3.1, the project developer shall implement <br /> construction best management practices, including the following, to reduce <br /> construction noise: <br /> a. Locate stationary construction equipment as far from adjacent occupied <br /> buildings as possible. <br /> b.. Select routes for movement of construction related vehicles and equipment so <br /> that noise sensitive areas, including residences, and outdoor, recreation <br /> areas, are avoided as much as possible. Include these routes in materials <br /> submitted to the City of Pleasanton for approval prior to the issuance of <br /> building permits. <br /> c. All site improvements and construction activities shall be limited to the hours <br /> of 8:00 a.m. to 5:00 p.m., Monday through Saturday. In addition, no <br /> construction shall be allowed on State and Federal holidays. If complaints are <br /> received regarding the Saturday construction hours, the Director of <br /> Community Development may modify or revoke the Saturday construction <br /> hours. The Director of Community Development may avow earlier "start <br /> times" for specific construction activities (e.g., concrete foundation/floor <br /> pouring), if it can be demonstrated to the satisfaction of the Director of <br /> Community Development that the construction and construction traffic noise <br /> will not affect nearby residents. <br /> d. All construction equipment must meet Department of Motor Vehicle (DMV) <br /> noise standards and shall be equipped with muffling devices. <br /> e. Prior to construction, the applicant shall post on the site the allowable hours <br /> of construction activity. <br /> f. The property owner shall designate a noise disturbance coordinator who will <br /> be responsible for responding to complaints about noise during <br /> construction. The telephone number of the noise disturbance coordinator <br /> shall be conspicuously posted at the construction site and shall be provided <br /> to the Director of Community Development. <br /> g. Additional best management practices may be required by the Building and <br /> Safety Division and/or City Engineer. All additional best management <br /> practices shall be reviewed and approved by the Building and Safety <br /> Division and/or City Engineer, prior to implementation. <br /> 78. In accordance with measure TR-5.1, no buildings shall be located within 32-feet <br /> of the northern property line. <br /> 79. In accordance with measure TR-7.1, the project site shall include a minimum of <br /> two points of emergency vehicle access consistent with the City of <br /> Pleasanton's Circulation Element (Policy 5, Program 5.2). The location and the <br /> design of the emergency vehicle access and gate and lock shall be subject to <br /> the review and approval of the Fire Marshal, Director of Community <br /> Development, and City Engineer. <br /> 80. In accordance with measure TR-9.1, the project shall include acceptable on-site <br /> bicycle and pedestrian facilities, including access to Stoneridge Drive.
