EXHIBIT A <br /> SCOPE OF WORK—Lions Wayside and Delucchi Parks <br /> Task 1. Initiate Permitting <br /> AECOM's project manager and senior permitting specialist will attend a project initiation <br /> meeting at the City's offices. Topics to be discussed at the meeting will include: <br /> • establishing communication procedures for the project; <br /> • reviewing and confirming the project purpose and objectives,California Environmental <br /> Quality Act(CEQA) compliance and permitting approach, scope of work, and schedule; <br /> and <br /> • defining and reviewing data needed to initiate and complete the work. <br /> Task Cost: $4,422 <br /> Task 2. Prepare U.S..Army Corps of Engineers Clean Water Act Section 404 Nationwide <br /> Permit Application. <br /> AECOM will prepare an application(form ENG4345)to obtain authorization under Nationwide <br /> Permit(NWP)No. 39(Commercial and Institutional Activities) for submittal to the San <br /> Francisco District of the U.S. Army Corps of Engineers (USACE). It is assumed the project <br /> would fall within the permit requirements of NWP No. 39..To confirm this approach, AECOM <br /> will request, schedule, and attend a pre-application meeting with USACE. This meeting will be <br /> attended by the AECOM project manager and senior regulatory specialist. AECOM will present <br /> material, such as preliminary impact calculations and avoidance/minimization measures,to <br /> USACE. If USACE does not allow use of an NWP for authorization of project activities but <br /> requires a Section 404 Individual Permit,then an amendment to this scope and cost estimate will <br /> be required to address the significantly more complex permitting process. <br /> The NWP authorizes the discharge of dredged and fill materials into waters of the U.S. USACE <br /> may require compensatory mitigation to offset permanent loss of waters of the U.S. This:scope <br /> of work assumes that the permanent loss of this jurisdictional habitat will be mitigated by the <br /> City through re-creation of the habitat offsite within a previously USACE-approved mitigation <br /> area owned by the City, or the City will purchase credits at a USACE-approved mitigation bank.. <br /> This scope assumes a mitigation monitoring plan will not be required by USACE for this <br /> permitting effort. <br /> Under Section 106 of the National Historic Preservation Act(NHPA), USACE.may not <br /> authorize a permit(i.e.,Nationwide Permit) for a project that has the potential to affect properties <br /> listed or eligible for listing under the National Register of Historic Places(NRHP)without <br /> initiating consultation with the State Office of Historic Preservation(OHP) and receiving <br /> authorization from the State Historic Preservation Officer(SHPO). This scope of work assumes <br /> that USACE or AECOM, under authorization from USACE and the City, will consult with OHP <br /> and the SHPO to obtain authorization that satisfies compliance with Section 106 of the NHPA. <br /> Please see Task 4 for further details. <br /> Wage <br />
