THE CITY OF <br /> 02 <br /> PL£A5ANTONe CITY COUNCIL AGENDA REPORT <br /> June 3; 2014 <br /> City Manager <br /> TITLE: APPROVE PROFESSIONAL SERVICES AGREEMENT WITH AECOM <br /> TECHNICAL SERVICES, INC. TO COMPLETE ENVIRONMENTAL <br /> REVIEW AND PERMIT APPLICATION PROCESS FOR <br /> IMPROVEMENTS TO LIONS WAYSIDE AND DELUCCHI PARKS IN <br /> ACCORDANCE WITH MASTER PLAN <br /> SUMMARY <br /> The completion of the Master Plan for the Lions Wayside and Delucchi Parks is <br /> anticipated in summer of 2014. The Master Plan outlines numerous improvements to <br /> the two parks; include piping and undergrounding the drainage swale that traverses <br /> Lions Wayside Park. The next step in the process is to retain a technical services firm <br /> to complete the environmental review and prepare permitting applications. <br /> AECOM Technical Services, Inc.. (AECOM) recently completed the Preliminary <br /> Jurisdictional Determination Report, as required by regulatory agencies charged with <br /> oversight of resources considered "waters of the United States". This report catalogued <br /> and inventoried all of the site features for the project area, and was submitted to the US <br /> Army Corp of Engineers. Given AECOM's expertise in providing environmental and <br /> permitting services, familiarity with the challenges and constraints associated with <br /> piping and undergrounding of waterways and ability to articulate a sound strategic <br /> approach, staff recommends that the City enter into a professional services agreement <br /> with the firm as a sole source provider in the amount of$131,373. An additional 10% in <br /> agreement contingency brings the total expenditure to $144,510. <br /> RECOMMENDATION <br /> That City Council approves the professional services agreement between the City and <br /> AECOM Technical Services, Inc. for environmental and permit application consulting <br /> services. <br /> FINANCIAL.STATEMENT <br /> There are sufficient funds in CIP Project #067016 to cover the $144,510 amount of the <br /> agreement including 10% contingency. <br />
