RESOLUTION NO. 14-675 <br /> A RESOLUTION OF THE C ITy COU_ NCIL OF THE CITY . OF PLEASANTON <br /> DECLARING A STAGE 3 WATER SHORTAGE AND MANDATING THAT <br /> PLEASANTON WATER CUSTOMERS REDUCE THEIR POTABLE WATER USAGE <br /> BY TWENTY-FIVE PERCENT(25%) <br /> WHEREAS, the State of California has experienced three consecutive years of below <br /> average rainfall and the governor has declared a drought emergency; and <br /> WHEREAS, Zone 7 will reduce by 25% water available to the City of Pleasanton; and <br /> WHEREAS, City's Urban Water Management Plan and Municipal Code Chapter 9.30 <br /> Water Conservation.Plan sets a series of stages and corresponding water use restrictions; and <br /> WHEREAS, to date,the Stage 1 voluntary water reduction goal of a 20% hap hot been <br /> met and water usage has increased compared to the same time last year; and <br /> WHEREAS, it is highly likely that the supply of potable water will be 25% less than last <br /> year's availability and the City desires to maintain a sufficient water supply to ensure public <br /> health and safety. <br /> NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF <br /> PLEASANTON DOES RESOLVE, DECLARE, DETERMINE,AND ORDER THE FOLLOWING: <br /> SECTION 1. It declares a Stage 3 water shortage pursuant to Municipal Code Chapter <br /> 9.30 and mandates that Pleasanton water customers reduce their potable water usage by <br /> twenty five percent (25%). <br /> SECTION 2. It directs City staff to base mandatory reductions on average usage from <br /> same billing period from prior 1 to 4 years, as provided in Municipal Code §9.30.070.. <br /> SECTION 3. It directs City staff to take into consideration households which already <br /> have been conserving water, when determining the application df any penalties for failure to <br /> reduce by 25%, by reviewing billing periods from the prior 1 to 4 years that might reflect lower <br /> volume usage through conservation. <br /> PASSED, APPROVED AND ADOPTED by the City Council of the City of Pleasanton at <br /> a regular meeting held on May 6, 2014. <br /> I, Karen Diaz, City Clerk of the City of Pleasanton, California, certify that the foregoing <br /> resolution was adopted by the City Council at a regular meeting held on the 6°" day of May, <br /> 2014, by the following vote: <br /> Ayes: Councilmembers Brown, Cook-Kallio, Narum, Mayor Thorne <br /> Noes: None <br /> Absent: Councilmember Pentin <br /> Abstain: None <br /> 1 <br />
