18. That the deed restrictions for each lot-indicate to potential buyers the responsibility of the owners for maintenance and repair of all common areas, roadways 'and private utility and service systems. 19. That the fire hydrant and water system be designed to provide a water flow of 1500 gpm. 20. That the fire hydrants and other fire department con- nections shall be located and sized as directed by the City Fire Chief. 21. That the location of all b~ildings shall be such that the farthest exterior wall of a structure shall be within 150 ft. of an appropriately designed access road or such alternate measures shall be taken to provide for fire suppression as determined by the Fire Chief. 22. That there be a 360° ladder access to all buildings on the 11 upper sites in order to enhance fire fighting tactics unless this requirement is modified by the Fire Chief. 23. That 20 ft. wide fire retardant buffers shall be provided around all 11 upper site structures. 24. That all landscaping introduced into the upper (western) portion of development shall be of a fire retardant nature. 25. That all exterior roofing and siding of the 11 upper site structures shall be fire retardant. 26. That all landscaping of the 11 upper site structures complement the natural setting and limit.the use of water for irrigation in order to minimize water saturation of the hillside. 27. That all private roadway(s) and private utility systems on the project site, shall be owned, main- tained, repaired and operated by the homeowners association. 28. That prior to the filing of a final map, the CC&Rs for the project shall be approved by the City+Attorney and City Council. The CC&Rs shall provide for a Home- owners Association with sufficient power to manage the common open space areas, and operate and maintain all commonly owned areas and facilities. The budget, Bylaws, and accounting systems shall 'also receive City staff approval before a final'~ map may be filed. -3-
