;GOVERNING BODY AND ORGANIZATIONAL STRUCTURE <br /> The Independent Watchdog Committee is designed provide technical expertise,analysis and <br /> to reflect the diversity of Alameda County. recommendations related to transportation planning, <br /> Membership is as follows: programming and funding with the Alameda CTC <br /> Executive Director functioning as Chair. <br /> • Two members are chosen at-large from each of <br /> the five supervisorial districts in the county(total <br /> of 10 at-large members).One member is Paratransit Advisory and Planning Committee <br /> nominated by each member of the Board of (PAPCO) <br /> Supervisors and one additional member in each PAPCO addresses funding,planning,and <br /> supervisorial district is selected by the Alameda coordination issues regarding specialized <br /> County Mayors'Conference. transportation services for seniors and persons with <br /> disabilities in Alameda County.PAPCO has the <br /> • Seven members are selected to reflect a balance responsibility of making direct recommendations to <br /> of viewpoints across the county.These members the Alameda CTC Commission on funding <br /> are nominated by their respective organizations, transportation services for seniors and people with <br /> and each has one representative: disabilities.PAPCO is supported by a Technical <br /> o League of Women's Voters Advisory Committee comprised of paratransit <br /> providers in Alameda County funded by local <br /> o Alameda County Taxpayer's Association transportation sales tax funds. <br /> o Sierra Club <br /> Bicycle and Pedestrian Advisory Committee <br /> o Alameda County Labor Council (BPAC) <br /> o East Bay Economic Development Alliance BPAC reviews and provides input on updates to the <br /> o Alameda County Paratransit Advisory and Alameda Countywide Pedestrian and Bicycle Plans <br /> Planning Committee(PAPCO) and makes recommendations to Alameda CTC.The <br /> BPAC also provides input on countywide educational <br /> o East Bay Bicycle Coalition and promotional programs and other projects of <br /> countywide significance. <br /> The members of the Independent Watchdog <br /> Committee are expected to provide a balance of Other Committees <br /> viewpoints,geography,age,gender,ethnicity and Alameda CTC may establish other community and <br /> income status,to represent the different perspectives technical advisory committees as necessary to <br /> of the residents of the county.The Independent implement the projects and programs in the Plan and <br /> Watchdog Committee is the same committee as the to inform and educate the public on the use of funds <br /> Citizens Watchdog Committee,as defined in the <br /> 2000 Plan. for projects and programs in the Plan. <br /> ADVISORY COMMITTEES <br /> Alameda CTC is assisted by the advice of technical <br /> and public advisory committees.These committees, <br /> described below,meet regularly and are charged <br /> with carrying out important functions on behalf of <br /> Alameda CTC. <br /> Alameda County Technical Advisory Committee <br /> (ACTAC) <br /> ACTAC is the technical advisory committee to <br /> Alameda CTC made up of representatives from <br /> Alameda County jurisdictions.ACTAC members <br /> ;_. :•- <br /> 36' j zoiq Alameda County Transportation Expenditure Plan <br />
