sufficient reserves, in a replacement fund for the long-term replacement of plantings, irrigation systems, fencing, and other District improvements. With the assessment of one City-owned parcel, the City will pay $465.75. Due to the ever-increasing cost of water and maintenance services, the cash reserve for the District has slowly diminished over time. City staff continues to work closely with the maintenance contractor in order to reduce water use and to increase the efficiency of landscape maintenance operations. Specifically, a 20% reduction in water consumption has been set as the goal for 2014, with a further 10% reduction in 2015. Despite these cost-saving measures, it is likely that an increase in the annual assessment will be necessary in the future in order to maintain the maintenance standards of the District. Lighting and Landscape District 1995-1, Moller Ranch The Moller Ranch subdivision (L & L District 1995-1) has been in place for nineteen (19) years. Maintenance in this District includes open space areas, entry features, firebreaks, trees, shrubbery, groundcover and irrigation systems. The assessments for the coming year for District 1995-1 (Moller Ranch) will remain at $570.06 per parcel per year. With a total of 101 parcels in the district (including the City-owned Moller Ranch water tank parcel and a staging area for Pleasanton Ridge), this year's total assessment will be $57,557. This amount will be sufficient to fund the maintenance of all common areas including water and electrical costs, County assessment fees, City administration fees and sets aside sufficient reserves in a replacement fund for the long-term replacement of plantings, irrigation systems, fencing, masonry walls, signage and other District improvements. Although a cash surplus of approximately $110,000 exists for this District, staff does not recommend reducing the current assessment, as the District contains a number of improvements for which long-term replacement must be considered. These improvements consist of rock veneer entry walls (260 lineal feet), a masonry wall along Moller Ranch Drive (1200 lineal feet), an extensive irrigation system, decorative street lighting at the project entrance and other features. With the assessment of two City-owned parcels, the City will pay $1,121.06 ($560.53 each). PUBLIC COMMENT Staff provides general information to residents within the Lighting and Landscape Districts as a part of the public notice for confirmation of the Engineer's Report. This annual notice provides the name and phone number of a staff contact person should questions arise. City staff maintains an open dialogue with individual property owners and various representatives of the Districts. Over the past year, staff has met with various property owners in each of the Lighting and Landscape Districts, as well as their respective Homeowners' Associations, to explain the nature of the Landscape and Lighting Districts and to receive requests and suggestions for improved maintenance.
