Summary of the objectives and outcomes identified in the Plan Needs Assessment <br /> Overview <br /> The Action Plan includes a detailed table that describes this year's priorities and objectives along with <br /> goals and objectives from the five-year Consolidated Plan for fiscal years 2010 through 2014. <br /> 3. Evaluation of past performance <br /> The City's performance relative to its annual objectives can be reviewed in detail in the most recent <br /> Consolidated Annual Performance & Evaluation Report (CAPER) for FY 2012 that was produced by the <br /> Alameda County HOME Consortium. This document is available for review at the City of Pleasanton <br /> offices or on-lineat www.cityofpleasantonca.gov. <br /> A continuing impediment to affordable housing development is the occasional negative perception of <br /> affordable housing held by many members of the public. The City of Pleasanton provides local funding <br /> to East Bay Housing Organizations (EBHO)to implement an ongoing program which aimed at improving <br /> people's perceptions and understanding of affordable housing. In conjunction with other Tri-Valley <br /> cities, the City of Pleasanton will collaborate with EBHO in FY 2013 to sponsor activities related to <br /> Affordable Housing Week, held annually in May. <br /> The City's Housing Authority now receives approximately $50,000 annually through the Capital Fund <br /> Program for modernization improvements at Kottinger Place (a 50-unit Public Housing complex for <br /> seniors).The City has been working since the mid-1990's with small nonprofit agencies such as.East Bay <br /> Innovations, Bay Area Community Services(BACS), and REACH (formerly HOUSE, Inc.)to secure housing <br /> for persons with specials needs. The City recently developed a housing resource packet targeted <br /> specifically at housing needs for persons with disabilities. Pleasanton initiated a Tri-Valley Housing <br /> Scholarship Program in 1999 in collaboration with the City of Livermore using HOME funds for rental <br /> subsidies and local funds for case management.services. The City will utilize local funds in FY 2014 to <br /> provide counseling and case management services for households with special needs. <br /> The Section 8 certificate and voucher program is currently coordinated through the Housing Authority of <br /> the County of Alameda. The City established an Economic Vitality Committee in 1995 to promote <br /> economic development in Pleasanton. The City enjoyed strong economic growth in the late 1990's and <br /> early 2000's, and the economic sector is rebounding after having weathered a period of slower growth <br /> throughout the region in recent years. <br /> The City of Pleasanton recently completed a comprehensive update to its General Plan. In addition, a <br /> major update to the. Housing Element was certified by State HCD in 2012. The update included the <br /> rezoning of approximately 80 acres of land for high residential use which will significantly increase <br /> opportunities for affordable housing development. The next Housing Element update for 2015-2023 is <br /> currently under way and will be submitted to HCD by the end of 2014.
