Wing Healing Therapies Foundation is deemed remote such <br /> that he should not be considered interested in the contract under Govt. Code section 1090. Mr. Fialho was <br /> intentionally not involved in that foundation making application to the City, nor in the City staffs and Human <br /> Services Commission's reviews and evaluations of that application. For purposes of this staff report, the City <br /> Manager's recommendation encompasses all aspects of this report except for the recommendation regarding <br /> the above foundation.
